First off, lol what the hell is a strong bullet? Anyhow you can only resist small arms fire

Second, Two many abilities for the mask, bring it down a notch

have you ever been hit while wearing a big sweater you only feel stronger shots
in base from a higher caliber or a somehow enhanced bullet he would still feel the pain of being shot

C rank armor follows the same guideline as branch C rank durability. I'm not sure why Xek said small fire arms for a C rank vest.

Your mask is doing too much for C rank. At C rank it'd have only one type of vision, or it'd filter gases. Not all that stuff.
