Senator Hines has revealed how mutants will be handled: Sentinels.
A rumor traveled the circles of the supernatural. Mutants heard a safe, underground railroad was being started, inquire at the Summit. The beyond sought the strange power said to rest at the Summit of New York City. The gossip flitted amongst the rest: valuable information was to come to light when dawn broke over the Summit.
Tara is a young woman that stands to the height of 5'6 and weighs an average 120 pounds with a bust ranging to a delicate C cup. Her body is toned from the months of using her abilities, and she usually has an agitated or goofy expression across her face, depending on the situation. Her hair's bleach blonde while her eyes are a keen green. Both traits that have come from her mother. Being one who doesn't want to stand out, she usually wears average civilian clothes in public when setting up her next heist. She changes her appearance frequently, from wearing fake contacts to tying her hair in different knots. She may even be found wearing fake glasses if it helps compliment her fashion sense and style. Tara is usually alone and stays in small scale places such as temporary motels and apartments to rest her head. Her appearance also changes when she is wearing her super suit, which can be seen below.
Personality:
Tara doesn't trust many others and makes sure to keep a distance from getting close to another. She puts up a wall, just so they see her as a normal human being, and not a freak. As a child she grew up with no friends, thanks to her disease that took her ability to walk. She had grown used to people pitying her, and found herself wishing to be distant from them, so she could repudiate their sympathy altogether. This would make her socially awkward when speaking with others, and would make her lead a life of being solo, even after her ability manifested. As a crippled child she always wished to walk and run with the other kids in her neighborhood. Her father knew her wish to be normal, and with his experience in genetics, he used the means illegally to experiment on her and help her live her dream. This made Tara look up to her father as her only hope, and with her mother's death during her birth, he was the only adult figure she trusted and could respond too.
As she grew older and the experiments began to improve her condition, she found herself worshiping her father for what he had done. She was only her self around him and only trusted him. One could only suspect how devastated she was to learn of his untimely demise. With nothing else holding her down, she began to close herself in her shell; adding even more to her distant personality. Unlike the stereotype personality of speedsters being quick mouthed and witty, Tara is the complete opposite and stays to herself. After years of being alone after her father's death, she grew to have a nihilist personality that makes her only look after herself and no one else. Even if she screws someone over she believes in looking at for number one..which is herself. And after her abilities manifested she chose to abuse them in order to live on with the memories of her mother and father. When it comes to other mutants, Tara has a potent dislike of them simply because of past events.
Recently she has taken the role of becoming a Heroine and took up the name of "Ms. Flash" for a nod to her favorite hero. She's recently started her heroic acts and has stationed herself in California until further notice.

Name: Increased Perception Rank: C Power: Super Speed Description: Tara possesses the ability to alter her perceptions so that falling objects can appear to be standing still and can be caught and moved back to their normal position. She can do this so quickly as to have it happen invisibly to the normal human eye. She can strike a single opponent multiple times in a second or multiple opponents two or three times in a second. She can disarm or jam any number of opponents weapons before they are even aware of her movement [if she sneaks up on them] and can hurl small projectiles at speeds that match her own.
Name: Supercharged Brain Activity Rank: C Power: Super Speed Description: Tara's mental abilities are also increased in speed, simple computations can be done at lightning speeds, and her ability to perform normal feats at increased speeds has allowed her to move sandbags to cover a beach or search an entire area for something as small as a paper clip. Tara can also read at super-speed, but rarely takes advantage of this ability to learn at increased speeds. Those attempting to read her mind will have a difficult time, as the thoughts and memories run through it at overdrive. This does not mean she is immune. If her rank is the same as the Telepath, it will take an extra minute [post] to sort through the chaos in her brain and effect it. If her rank is below the Telepath, it'll be no problem to read it and effect it. If it is above the Telepath's it could take up to two minutes [posts] to get clear information and effect it. For each rank above the Telepath, the more minutes [posts]. Add one minute [post] with each letter rank above.
Name: Vibrational Trembler Rank: B Power: Super Speed Description: Vibrating her leg, she lifts it up and slams it down onto the ground. The vibrations are so strong that it causes the molecules in the earth to begin to shake and shatter, splitting the very ground beneath her feet, and sending it forward for 20 meters, being 3 feet wide from her body, and spreading 3 more feet outward for each meter afterward. The vibrations in the earth can cause people to lose their footing and fall, if they are not stable, and can even send them flying if their in the way of the splitting.
Name: Invisible Streak Rank: C Power: Super Speed Description: Moving so fast, photons don't have the chance to bounce off Miss Flash and into the eyes of another. This means she can move fast enough through the average field of vision to be unseen, and in other words, invisible. Depending on her current speed will label just how visible she truly is. If she is running below 300mph but more than 100mph she'll appear as a blur to the naked eye. When going any faster, she won't be visible at all to the naked eye thanks to her small size and immense speed.
Name: Speed of Her Own Rank: C Power: Speed Conduit Description: Being a Speed Conduit, Tara can control all aspects of her speed, and has essentially created the energy she generates to only react to her, and her alone. This means any speed draining, speed countering, speed canceling abilities used on her will be ineffective if they are her rank or below (Unless it is their Main Power - then same rank works 100%). Anything above will have no problem effecting her. Tara's Speed Energy only follows her will, as it is specific to her solely and completely negates any other speed forces that may come into contact with it rendering their effects ineffective on it. This is all possible because she has become her own speed force by turning herself into a speed conduit.
Name: Fast Healing Rank: B+ Power: Super Speed Description: Accelerating her healing factor, Tara can heal from any injuries without prematurely aging. However, this is very limited and medical treatment is still recommended. It takes a full post to heal, but the user must not be using their super speed for anything but healing.

Name: Superhuman Endurance Rank: C Power: Super Speed Description:This character can keep up physical movement without taking a break, allowing them to keep running at a prolonged time without needing to take a break or catch a second wind. She can keep running at full speed for 30 minutes straight without having to stop for a second, nor lose her focus and concentration.
Name: Rapid Physical Combat Rank: C Power: Superspeed Description: The ability to strike in rapid succession. Users of this ability are able to fight at incredible speed. They could strike their opponent in rapid succession that it could possibly kill them instantly. Their attacks would possibily deliver stronger attacks than a normal humans due to the gaining kinetic energy produced through the speed of each hit. This is Flash's own version of Martial Arts, making up for lack of training with her own unique skill set. The time it'd take for an average punch to be thrown, Tara can throw out a multitude of attacks. In one second she can throw out the maximum of fifty punches/kicks/etc in rapid succession.
Name: Vibration Rank: B+ Power: Super Speed Description: This speedster can move her body at super-speed on the molecular level causing their entire body to vibrate in place. At C rank the vibration is very basic, allowing her to create friction so hot that it can cause first degree burns on the skin, if someone is currently making contact with her. This ability also enables her to slip her molecules between the molecules of external matter allowing her to phase through solid objects at higher ranks. B rank she can go intangible for 2 seconds and loses her super speed for the 2 posts after the initial post of intangibility. A rank for 4 seconds and her total speed is reduced by 3/4 for two posts until regaining her original speed. S rank for 6 seconds and will have a speed reduction of 2/4 for two posts before reclaiming her original speed. When going intangible it puts extreme strain on her body, only giving her those few seconds of being able to use it. If she goes tangible while passing through something, she could permanently injure or kill herself.
Name: Infinite Mass Strike Rank: B+ Power: Super Speed Description: By traveling at great speeds, the user can acquire the relativistic mass of such speed to land blows which can hit with tremendous force. Depending on the max speed the user is running will determine just how strong this attack will become. When dealing with obstacles, the user can use this ability to rip through brick [steel at atleast B rank] and other forms of durable matter.

Name: Cyclone Spinning Rank: B+ Power: Super Speed Description: The user can spin like a tornado or run in a circular motion for both offensive and defensive purposes. If running/spinning clockwise, the tornado made will blow people into the air and off their feet. If running/spinning counter clockwise, the user will create a vortex that sucks people towards it, and can suffocate people who are within it. At C rank, the user can only create small vortexes and tornadoes with single limbs. The winds blow at only 40mph. At B rank the user can now run around an opponent and create cyclones. The user must run a radius of atmost 25 feet around an opponent or target for effects to occur. The winds will be 70mph and will lift them 15 ft in the air before launching them 10 feet away. When creating a vortex, if an opponent is stuck within it for four posts straight they will pass out from lack of air [if they don't take special precautions]. At A rank the winds are up to 100mph and will lift an opponent 30 ft in the air before launching them 20 feet away. If caught in the vortex, an opponent would need to escape before three posts or they will pass out from lack of air [if they don't take special precautions]. The user can now spin their own body and create a cyclone around themself for the same results. At S rank the winds are up to 150mph and will lift an opponent 50 ft in the air before launching them 35 feet away. If they are caught in a vortex, they will need to escape before the end of the second post straight [if they don't take special precautions], or they will pass out from lack of oxygen.
Name: Sonic Speed Dissemination Rank: B Power: Super Speed Description: The user vibrates their limbs at a molecular level fast enough to where it can virtually phase through objects. When doing this, the user can moleculary scatter, and thus make objects unstable and explode [2 meter explosion - object must be atmost human size and no larger to explode entirely. If larger only specific area will dissemble]. When doing this to an actual person, it can cause the specific area to dissipate and become unstable from the massive molecular vibration, causing that specific area to become scattered and destroyed. If one was to do this to someone's arm, their arm could virtually become a heap of flesh from the inside out. The user's limb must stay within the object to scatter it, meaning they can not do hit and runs, running through the opponent, to do this.
Name: Pit Stop Rank: C Power: Super Speed Description: The user is so experienced with their speed that they can stop on a dime without much effort. However, if the user is running more than half their total speed, they will not be able to stop without atleast skidding. Anything below, they can stop right then and there, and on the dime.

The outcomes she sees only goes up to five seconds, giving her a brief look on the trajectory of the object before it is unleashed, allowing her to perform a flawless dodge. Once finding the best point of action to take, she can utilize her super speed to follow through for the best results in a dodge or counter attack. This does not read the opponent themselves, but does read anything they may be using as a projectile or extension of themselves [such as a pole or blade]. This means punches and kicks, and frontal normal hand to hand based attacks will not be predicted and the user will have to rely on their own abilities to deal with them. An Example - Seeing the trajectory of a bullet before it reaches its target. This works on one object/projectile at a time.
Name: Spinning Drill Rank: B+ Power: Super Speed Description: The user spins at an accelerated pace that allows them to drill through stone walls or earth, similar to a regular drill. They don't need to be super durable to pierce the earth, as they virtually appear as a blur, drilling and parting the earth around them to press through. At B rank the user can pierce more durable forms of matter such as steel.
Name: Speedster Aura Rank: B+ Power: Super Speed Description: People who are propelled by high speed can survive the harsh conditions associated with mach speeds. If say a user must rescue an individual from a burning building these individuals will be protected while within an aura. Tara's aura is specifically a golden light and protects her from friction and small debris [small rocks - objects] at C rank. Allows her to strike durable forms of matter such as brick walls and steel at B rank without breaking bones. Allows her to appear like a speeding bullet at A rank, and shred through anything that is concussive [sharp piercing objects and attacks will pierce the aura. Only durable forms of matter such as walls and people will be tore through], tearing through it with pure speed. Those she carries while running can also be surrounded in this aura if she wills it.

Name: Piercing Blow Rank: C Power: Super Speed Description: Vibrating a single limb at super human speeds, the user uses the friction gathered on the Speed Force Aura to super heat it. This allows the user to use the said heat to pierce through durable forms of matter and leave 2nd degree burns in their wake. Once piercing through, the user can continue to vibrate the specific limb, further damaging whatever they pierced from inside - out. Leaving internal burns and bruising.

Name: After Image Rank: D Power: Super Speed Description: Tara moves her body so fast while dodging that she can generate after images that can confuse the opponent into attacking them, leaving them open for a fool proof counter attack. This diversion works best in close quarters combat.
Name: Fastest Girl Alive! Rank: B+ Power: Super Speed Description: A technique specific to Chronas. Being a girl whose focused only on speed, through specialities and abilities, allows her to tap into a force within and boost her current level of speed. At C rank, she is capable of boosting her speed 2x its current max. At B rank she is capable of boosting her speed by 5x. At A rank 7x and at S rank 10x. When using this ability, what appears to be gold lightning will shoot around her body and the world will appear to stand still through her eyes. This ability is taxing, however; which causes her to lose speed once the phase ends. The phase only lasts 3 posts and once done, she will lose the amount of speed she had previously gained. Meaning instead of being 2x her max speed, she will be -2x her max speed for 3 posts cool down time.
Name: Durability Rank: C Power: Super Speed Description: Having super speed involves the user having a super toned body. Tara is abnormally more durable than the next guy. At C rank, physical blunt damage is less effective. She can be sent through brick walls, knocked in the head with blunt objects, etc, and will not break bones. However, she will still have bruises and bleeding. Her body is just tone enough to absorb most of the damage if there is any.

Name: Speed Force Energy Constructs Rank: C Power: Speed Conduit Description: Tara can create pure gold energy constructs that can take any shape, as long as its human sized [6 feet long/wide] These constructs are intangible at C rank, but become tangible when Tara makes physical contact with them. They are only tangible for her and no one else. She can use these constructs to make pathways to run on, or simple energy forms of maps, people, etc. that can't be interacted with by anyone else, but can be used for visuals. These constructs can only be formed 15 meters from her body.
Name: Steal Speed Rank: C Power: Speed Conduit Description: When making physical contact with an item or person, Tara can drain them of their speed and momentum. When making contact with an actual moving object such as a car, she can drain the speed/momentum from it, causing it to get stuck in place and adding the speed onto herself. When dealing with a person, she can touch them and drain 20% of their speed and transfer it to herself. This speed steal only lasts three posts until they regain their lost speed and Tara loses the speed she absorbed from them. However, the post count can stack if she repeatedly make contact with them, adding 20% to her own speed, and taking 20% of their own. The speed she takes is lost at the end of the topic, and is not kept into a new topic.
Name: Pep to her Step Rank: C Power: Super Speed Description: Moving at Super Speeds is already abnormal, and the friction that's gathered is just as abnormal. The friction beneath her feet is more potent, allowing her to run on sticky surfaces without the threat of slipping. This includes Water, Ice, Etc and she must be going half her total speed or below, or she will still be suspectable to slipping.
Name: Power Transferral Rank: C+ Power: Speed Conduit Description: If Tara makes physical contact with another speedster, she can temporarily take one of their abilities and add it to her own. She can only hold C - 1 Ability. B - 2 Abilities. A - 3 Abilities. S - 4 Abilities at a time. When these abilities are stolen, the other speedster can not use them temporarily. Ms. Flash will hold onto them for 4 posts before losing the power and allowing the speedster to regain their lost power. This ability can not be stacked.
Name: Speed Dead Zone Rank: C Power: Speed Conduit Description: Releasing a fury of golden sparks through the area [15 meter radius], and making the area begin to slow down. Any super speedsters, even the user, within this area will have no access to their Super Speed abilities. They will be just as fast as normal people, and will need to rely on their other abilities until they get out of the radius of the Speed Dead Zone. The user is also in the same boat as them when using this move. She can only use this for three posts before it fades away. After that, she must wait 5 posts before being able to use it again.
Name: Speedster Aura : Friction Transfer Rank: C Power: Super Speed Description: After running atleast 300mph, friction is gathered on the speedster aura surrounding Tara's body. If she rams, or makes contact with a person or object, they will suffer from immediate burns, igniting their clothes in fierce flames which could threaten to engulf their whole body. Burns are 2nd degree.
Name: Speedster Aura Projection Rank: C+ Power: Speed Conduit Description: Stopping suddenly, Tara can send her speed force aura forward in her place to collide with an opponent. The aura has no physical form at C rank, is as solid as stone at B rank, and steel at A. The speedster aura shoots off at her previous speed, and travels 15 meters before dispersing.
Name: Hyper Active Blow Rank: C Power: Speed Conduit Description: Being in complete control of the speed aura she generates, and the force it hails from, which is separate from all other speedsters, she could manipulate the properties of it aswell. Whenever her speed force energy comes into contact with another's, it explodes outwards into a high pressured shockwave that adds double damage to her blows. What could be felt as an average punch could turn into a internal force that could cause the point of impact to bruise severely and cause broken bones/internal bleeding.
Name: Pyrokinesis: Friction Based Ignition Rank: C Power: Pyrokinesis: Friction Based Ignition // Speed Conduit Description: Once finding a source of heat generated from friction (Like someone rapidly rubbing their hands together, or moving atleast 300mph -CANNOT BE USED ON PEOPLE SIMPLY WALKING, ETC), Ms. Flash can cause that friction to ignite into flames and control it on a whim. This can be on herself or others. These flames usually rank at 1,830 degrees Farenheit (heat of a candle flame). Tara can control these flames freely, and can compress them into two basketball sized globes of fire. When wanted, she can shoot these flames out in a steady stream that reaches up to 10 meters outward. These flames can only be controlled within a 15 meter radius from her body. The flames can be stimulated by her speed conduit abilities, allowing them to move around and fire at half her speed.
C - 2 sources controlled at a time B - 3 sources controlled at a time A - 8 sources controlled at a time S - 15 sources controlled at a time
Name: Funnel Track Rank: C Power: Super Speed Description: Running pass an obstacle, obstruct, movable mass/energy with intense speeds, a funnel is formed behind Miss Flash that trails three seconds behind her. The funnel is strong enough to act as a suction that pulls things behind her at rapid speeds. She can use this funnel to redirect attacks that are suspect-able to suction, such as flames, thrown projectiles (not fast enough to pierce through like a bullet), etc. and create a new pathway simply by running. When wanted, she can break off from this funnel, sending the attack flying forward at half the speed she was currently running. She must be within five feet of whatever she's passing to drag them along with the funnel she generates behind her.
Name: Pyrokinetic Storm Rank: C Power: Super Speed - Pyrokinesis: Friction Based Ignition Description: Once running atleast three circles around an opponent, Miss Flash can generate a vortex around them (atleast 20 feet radius). Using her friction based ignition, she can ignite this vortex into flames that match her current heat limit. (On another ability). The flame vortex is 20 feet in radius at its base and stretches up to 20 meters in the air. Those within this vortex can be cooked alive if they do not escape immediately, or have some kind of fire proof abilities.

Skill Name: Flash Step V. 2 Skill Specialty: Hunter Skill Rank: B Skill Description: Tara has the ability to sneak up on people using her ability. This can give her the element of surprise when dealing with multiple opponents. She can lose the trail of anyone who can't follow her speed with ease (through a main power increased perception power). A person's eyes never stop moving. We never look steadily at a single point in space. We are not aware of it, but our eyes constantly dart from one location in the visual scene to another. They make small jumps that last about a fifth of a second. These jumps are called “saccades,” during which our visual system is suppressed. Tara reads these saccades and shoots past during it, to make it seem as though she's vanished suddenly. This allows her to lose the trail of anyone attempting to look directly at her to pinpoint her location when/where she's moving.
Flaw Name: Recharge Flaw Flaw Specialty: Physical Prowess Recharge Item: Food // Snacks Flaw Description: The user posses abilities that must be recharged by consuming large amounts of food [in Ms. Flash's case these are special power bars kept in her gloves can hold 2 at a time at C rank. 3 at B rank. 4 at A rank and 5 at S rank], or eating a large amount of food that rivals food contest winners limits, such as more than 50 burgers etc.) after 10/15/20/25 uses. If the power is all exhausted then the user dies though if severely low(10% of total uses) then the character shows signs of fatigue and physical attributed should decrease. 1 post equals two uses of the ability. Of course this cannot be counter acted and even the source that charged your abilities should deplete over a reasonable amount of time. When high on usage without a recharge, the user's speed is reduced by 50%, making her vision blurred and impaired while causing her to breathe heavenly.

Name: Ms. Flash Suit Item Rank: C Item Description: A suit used by Tara Strong when wanting to keep her identity unknown. The main colors used in the suit's design is a red tinted top with a yellow 'explosive' design in the center of the chest. Her hands/feet are covered with matching black gloves/boots and her mask is black. With this costume comes a yellow scarf that she either carries around her neck, or uses to tie up her hair. Item Power: In the gloves of the costume are C ranked Steel Bladed Safe Makers. These smaller blades are held slightly above the fist and must be manually activated for them to protrude out. The Safe Maker knife can be used in punching and swinging motions with extreme effectiveness. The knife is light weight and reletively small in comparison to what it can accomplish. The blade stretches roughly 6 inches from the glove, when revealed.
Item Name: "Slaughter" - Symbiote Suit [Nameless Permission] Item Rank: C Item Description: A Black Symbiote Suit that transforms the user's entire body. In Tara's case, her skin becomes paler, her lips become tinted black, and her hair takes a silver tone. The suit itself is Black and White, with the "explosion" insignia of her original costume on its chest. It is always on her person and activates by will, or automatically when she is extremely upset or angered. Patent: - Item Image:
Item Power: The suit gives the user thoughts full of malice when regarding others and constantly speaks to them, even when not activated. Killing, Maiming, and inhuman acts will become a breeze for the user when the suit is activated. It forcefully drags out their dark side, and brings it to the light. The claws/nails on the suit's hands/feet are of a C ranked strength when dealing damage. < - Destroyed with molecular heat vibrations. No traces remain.

Item Name:Ms. Flash Primary Armor Item Rank:B Item Description: Lightweight and high-performance polyethylene UD (non-woven) fabric is made from several layers of the strongest bullet proof fiber (ultra-high molecular weight polyethylene / UHMWPE fiber). The fiber is lighter than water, resistant to UV, and is more than ten times stronger than high-quality steel and around 40% greater than normal aramid fiber. The modulus is very high and the elongation at breaking is very low. The bullet proof UD (non-woven) fabric's anti-ballistic performance is higher than other conventional woven fabrics because the energy from a ballistic impact is quickly distributed along the fibers. It is typical bullet proof material used worldwide for soft body armour vests / jackets, hard armour insert plates, ballistic helmets and armoured vehicles. Patent: N/A Item Image: Shown Above Item Power: This Armor is red with gold trimming. It's primary ability is it's endurance. It is able to to withstand Mach 3 speeds and able to stop small arms fire. Due to the material it is extremely light and thus does not hinder someone with Ms. Flash's speed. It's secondary ability is giving off a field of illumination around the body by refracting or bending light around oneself in order to create the optical illusion of Invisibility.This is by adapting and having the same refractive index as the surrounding medium (like air). This built in function has also been known to function by allowing visible light to pass through the body, preventing it from reflecting off of the form and therefore being seen by the eye after it has been refracted onto the retina. This means that visible light from the surrounding environment will be able to pass through the user as well, simply giving the impression that there is nothing in that spot. The stealth function works for 4 user posts before there is a 3 post cool down.
Item Name: Ms. Flash Jacket/Pants Item Rank: Item Description: Lightweight, soft and high performance SAP is the main ballistic system of bullet proof vests / jackets. It is cut from the polyethylene UD (non-woven) fabric through normal garment cut machine according on different vest size (or by order shape) and sew into a water-resistant cover. All Black with a leathery appearance. Patent: N/A Item Image: Shown above Item Power: Due to it's durability it can withstand speeds up to Mach 3. It is bulletproof to the point of small arms fire and extremely light. It's secondary function is that it protects the user from shrapnel and debris especially around the vital organs where the jacket mainly covers.
Item Name:Ms. Flash Bracers/Belt Item Rank:B Item Description: Is the combination of Polymer and Steel. With Special ballistic polymer, plus a thin steel sheet, this combination forms a rebound effect to up to 5.56 machine gun fire and energy blasts. Gold plated with a red lining. Patent: (If you or someone else has this item patented) Item Image: Shown above Item Power: This combination of complex material and stores kinetic energy, causing the potential energy within the bracers to become excited and be propelled in the opposite direction, basically "pushing" the object, away from the person. However the bracers do have a limitation being able to handle small caliber rounds (under 50 caliber) though it is extremely potent against energy attacks able to rebound blasts B-rank and below. This feature works for us to 5 B-rank energy blasts or 10 C ranked energy blasts. Works indefinitely against small caliber normal rounds, can take 5 piercing rounds, and 1 50 cal round. When reaching it's max the bracers malfunction.
Item Name:Ms. Flash Gloves Item Rank: Item Description: Red gloves made of a special friction gathering material Patent: N/A Item Image: Shown above Item Power: Made with a friction storing material that allows the user to generate large amounts of friction in their hand passively without the introduction of another object. In Tara Strong's case this means she can generate her flames without using other sources of friction. The secondary function is that it is able to repel heat. This means Tara's own flames are generated at a safe distance and the user can repel flames with their hands up to their rank.
Item Name:Ms. Flash Boots Item Rank:B Item Description: Black leather looking boots Patent: N/A Item Image: Shown above Item Power: Also known as leap boots this footwear monitors and stores the kinetic energy used when Ms. Flash runs. At any point in time she can say the word "leap" on voice command and release the stored energy into a powerful leap. She can jump 1ft per mph she ran prior to storing. Once released the boots must store more energy before she can use them again in this fashion. They always store the fastest running speed though the user does not have to leap the full distance. With these boots Tara could leap buildings with a single bound.
Diary of a Speedster
History:
Tara was born into the world on a cold November morning. During her birth, her mother was very sick and bled out to bring new life into the world. She only spoke two words to her newborn baby before she took her last breath of life by her husband's side. As the doctors checked Tara, they were concerned about the frailty of her lower body. Her legs were abnormally thing and did not match the rest of her body, giving the doctors reason to believe she was not as healthy as they initially believed. As the years went on this only became more true, as Tara was ridden to sit in a wheel chair for the rest of her life. People only seemed to pity her for losing her mother, and being a cripple, which would only make her more distant than ever before. She despised being looked down on, yet everyone, even after she asked them not to, gave her a pitiful gaze. All her father wanted was for her to be happy, and so using the resources of the government he'd press for the permission and funding to work with human experiments in hopes of creating and genetically splicing DNA to cure diseases that plagued our kind. These studies would soon bring him across the mutant gene...The X gene, in other words.
Mutants were born with the gene, which made Tara's father take in mutant test subjects against their will. These mutants were ranged from those who showed powers that attributed their strength to tremendous levels. By using them as a basis, her father would be able to create an artificial gene that could be injected into the system to boost a human's overall body performance, whistle healing them of whatever is plaguing them. Tara would be the first subject to be injected with his "cure" for her sickness. Her hopes were high, but as time went on she noticed nothing had changed within her. She was still the same girl stuck in a chair for the rest of her life. In anger and depression she would retreat to her room and lay upon her bed alone. No matter how many times her father urged her to talk with him, she refused. Before she knew it, she found herself drifting into a sleep out of pure depression. As she slept she had a dream..A dream that she was running. Running fast..and faster..and faster. Really fast..
Before she knew it, she had awoke in the middle of a field, alone. Standing there on both legs. Behind her was beaten up trail like some form of oversized bullet had blasted through the field and caused the tall grass to part. There was so much going through her head..Not only was she standing, but she was away from home and had no idea where she was. This was before a vehicle ripped through the grass and pulled up by her side. Little did she know it was her father who had tried to catch her as she bolted off, but soon realized he turned his only child into a mutant when he only attempted to let her walk again. He wasn't upset by any means..He was just happy his experiment was an success, and she was a normal girl like all the rest..Or maybe alittle abnormal.
The government was extremely pleased at the advancement in Tara's Father's research, and would fund him even more, even though he had accomplished his goal. No man could turn away from such an offer, however. As he continued his work, Tara saw less and less of her father. She didn't mind this, though. She could finally walk..Run. See the world! She was hardly at home, as she ran from city to city with her new found abilities. Life seemed perfect until she returned home to find her house complete ransacked and destroyed. Running through the house, she hoped to find her father alive..Though what scared her was nothing was taken..It appeared as though whoever did it was looking for something. Pressing the thoughts to the back of her head, Tara knew something was wrong when her father was no where to be found and he wasn't picking up his phone.
Making a mad dash to his office in the city, she'd arrive in a couple minutes to find his office building burning down to the ground. Outside the premises there were cops and agents that her father supposedly worked for. No matter how many times she asked if her father was okay, she was ignored and was given no response. Taking matters into her own hands, she would bolt pass the barricade and head into the building to find him. This was where she would meet her first mutant. Though the flames made it impossible for her to see who exactly it was, she could see it was the source of the blaze..It was the reason her father's life was in danger. Before she could make a move, the building began to crumble down, forcing her to take off at high speeds and shoot through the window. It sent her hurling towards another building across the street and allowed her to land on the rooftop with a bumpy landing. She couldn't help but look back at the destruction with pure hate in her eyes..Her father was most likely dead..and it was because of a freak..
With nothing holding her back, Tara would leave home to travel across the world and learn more about her father, and who would have wanted him dead. She couldn't help but blame herself for his death. The only reason he agreed to do any of it was to see her walk. If she was home when it happened, she could have saved him. That's what she told herself day in and day out. Without a steady income or a job, Tara knew she would have to use her abilities to live. This meant she would need to steal and do odd jobs to keep up the finances. Luckily for her, after many months of digging, she would come into contact with a certain information broker that seemed to know it all. After having a meeting with the sly faced bastard, they made a deal. If she was to work for him, he'd get information on what happened to her Father..With this agreement, she began to work for the mysterious male, awaiting any clue he might have about the freak that burned down her father's lab.

Alright, Experiments get a Prestige and Wordcount reduction of 20% at B rank.
The cost of leveling up my C rank abilities to B will be 24 prestige. Tara Strong currently has 264 prestige. I'll make a list below of what I'm leveling up.
Name: Vibration Rank: C+ -24 Power: Super Speed Description: This speedster can move her body at super-speed on the molecular level causing their entire body to vibrate in place. At C rank the vibration is very basic, allowing her to create friction so hot that it can cause first degree burns on the skin, if someone is currently making contact with her. This ability also enables her to slip her molecules between the molecules of external matter allowing her to phase through solid objects at higher ranks. B rank she can go intangible for 2 seconds and loses her super speed for the 2 posts after the initial post of intangibility. A rank for 4 seconds and her total speed is reduced by 3/4 for two posts until regaining her original speed. S rank for 6 seconds and will have a speed reduction of 2/4 for two posts before reclaiming her original speed. When going intangible it puts extreme strain on her body, only giving her those few seconds of being able to use it. If she goes tangible while passing through something, she could permanently injure or kill herself.
Name: Infinite Mass Strike Rank: C+ -24 Power: Super Speed Description: By traveling at great speeds, the user can acquire the relativistic mass of such speed to land blows which can hit with tremendous force. Depending on the max speed the user is running will determine just how strong this attack will become. When dealing with obstacles, the user can use this ability to rip through brick [steel at atleast B rank] and other forms of durable matter.
Name: Cyclone Spinning Rank: C+ -24 Power: Super Speed Description: The user can spin like a tornado or run in a circular motion for both offensive and defensive purposes. If running/spinning clockwise, the tornado made will blow people into the air and off their feet. If running/spinning counter clockwise, the user will create a vortex that sucks people towards it, and can suffocate people who are within it. At C rank, the user can only create small vortexes and tornadoes with single limbs. The winds blow at only 40mph. At B rank the user can now run around an opponent and create cyclones. The user must run a radius of atmost 25 feet around an opponent or target for effects to occur. The winds will be 70mph and will lift them 15 ft in the air before launching them 10 feet away. When creating a vortex, if an opponent is stuck within it for four posts straight they will pass out from lack of air [if they don't take special precautions]. At A rank the winds are up to 100mph and will lift an opponent 30 ft in the air before launching them 20 feet away. If caught in the vortex, an opponent would need to escape before three posts or they will pass out from lack of air [if they don't take special precautions]. The user can now spin their own body and create a cyclone around themself for the same results. At S rank the winds are up to 150mph and will lift an opponent 50 ft in the air before launching them 35 feet away. If they are caught in a vortex, they will need to escape before the end of the second post straight [if they don't take special precautions], or they will pass out from lack of oxygen.
Name: Spinning Drill Rank: C+ -24 Power: Super Speed Description: The user spins at an accelerated pace that allows them to drill through stone walls or earth, similar to a regular drill. They don't need to be super durable to pierce the earth, as they virtually appear as a blur, drilling and parting the earth around them to press through. At B rank the user can pierce more durable forms of matter such as steel.
Name: Speedster Aura Rank: C+ -24 Power: Super Speed Description: People who are propelled by high speed can survive the harsh conditions associated with mach speeds. If say a user must rescue an individual from a burning building these individuals will be protected while within an aura. Tara's aura is specifically an orange light and protects her from friction and small debris [small rocks - objects] at C rank. Allows her to strike durable forms of matter such as brick walls and steel at B rank without breaking bones. Allows her to appear like a speeding bullet at A rank, and shred through anything that is concussive [sharp piercing objects and attacks will pierce the aura. Only durable forms of matter such as walls and people will be tore through], tearing through it with pure speed. Those she carries while running can also be surrounded in this aura if she wills it.
Name: Fastest Girl Alive! Rank: C+ -24 Power: Super Speed Description: A technique specific to Chronas. Being a girl whose focused only on speed, through specialities and abilities, allows her to tap into a force within and boost her current level of speed. At C rank, she is capable of boosting her speed 2x its current max. At B rank she is capable of boosting her speed by 5x. At A rank 7x and at S rank 10x. When using this ability, what appears to be gold lightning will shoot around her body and the world will appear to stand still through her eyes. This ability is taxing, however; which causes her to lose speed once the phase ends. The phase only lasts 3 posts and once done, she will lose the amount of speed she had previously gained. Meaning instead of being 2x her max speed, she will be -2x her max speed for 3 posts cool down time.
Name: Fast Healing Rank: C+ -24 Power: Super Speed Description: Accelerating her healing factor, Tara can heal from any injuries without prematurely aging. However, this is very limited and medical treatment is still recommended. It takes a full post to heal, but the user must not be using their super speed for anything but healing.
