The Congress Meeting [Plot Topic]

A black haired woman walked steadily down the corridors on location. She wore black framed glasses, and was dressed in a black suit. Folding under her right arm was a manila folder that held certain documents and information pertaining to a certain bill that was in the process of being passed. The woman's name was Jessica Sterling. She had been working as a SHIELD agent for quite some time, according to her profile. Raised in a small family in North Dakota and following in her father's footsteps in protecting the public. Now here she was to be speaking to congress on exactly why a certain legislative bill needed to be passed. Walking out into the view of the many, the dark haired woman would make her way to a podium set up across the way from another, facing out towards the congress men. Placing her manila folder onto the stand, the milky skinned woman would look towards the podium placed parallel to her own, as if she were awaiting someone.

Marcus stands down the hallway in the congress building at a brisk paced. Dressed in a formal suit that is made up of a black jacket, pants and tie with a white shirt that has gold cuff links shaped like DNA. Last but not lest the shoes black leather polished to a high shine all tied together with a causal messed up hair look that can take an hour or two to get right. With a folder with info on this HRA bill that is up to debate at the moment. Feeling a lot of things about that he was pick to speak for all the people against this bill. Marcus just hopes that he will not let them down.

He then enters the camber of congress where the meeting is taking place seeing that the other side is already there. Marcus quickly checks the time on his watch that he is wearing in a medical way with the face facing the body. Seeing that he is not late he takes his place on the podium facing this female that standing for the pro HRA. taking a small breath though his nose to smell what in this room as far as he can tell at the moment there nothing wrong or evilish in the room. Marcus nods his head in greeting and respect to the lady. Placing the folder on the podium and opening the cover ready to begin when ever this debate starts.

'Rabble rabble, rabble, rabble rabble' the congressman thought in his head as he audibly yawned. This was gonna be yet another boring day in the series of his life. Money, bitches, power Representative Priccypaants had it all. It bored the young congressman now, and so he continued to draw stick figures on a note pad and began to make explosion noises as he waited for the meeting to start.

He wore black thick rimmed glasses, much too large for his face and had a custom made suit that sparkled when the sun hit it. It was pure white, with gold flecks that would only show up in the sun, and one single ketchup stain from his lunch before. Naturally Priccypaants would have to throw the suit away after today, but he had enough money for more.

Oswald sighed as he sat in his seat, fidgeting with his phone while he was waiting for the meeting to start. Of course, nobody would ever be calling him on his personal phone. His business phone was the only thing that ever blew up. It had been three days since he got a text on this one. Not even his wife thought him interesting enough to text. That skank was only in this marriage for the money anyways. What Oswald wouldn't give to just say 'We're through.' Too bad he was a spineless jellyfish in a world filled with sharks. He would most likely agree with anything that others told him, as long as he would get paid.

He wasn't the type to be extravagant, which showed in his attire. He wore a pretty basic black suit and tie, not wanting to stand out at all. Oswald was ready for this meeting to start already. This was going to be a pretty important one, and he was ready to hear what these people had to save. The shit was already hitting the fan in the world, now was it time to react?

Nameless would enter the meeting quietly as to not draw any attention. However he would not be able to stop the wondering eyes after he took his seat on the first row so he could easily communicate with Jest....Jessica. Despite her alter ego he was surprised to note her skills in law. Maybe because she was a genius under that maniac exterior or maybe she knew the laws so well because she broke ninety percent of them on the daily basis. Either way the meeting would begin soon and armed with evidence and video of the super's many crimes he as confident in their case. Easing into his chair with a few SHIELD guards he merely sat back casually and folded his hands waiting for the proceedings to start.

Otto walked down the street to the meeting with a cigarette in hand, and an I don’t care look. Sure he may be a little late, but whoever called this meeting could have done it at a better time. He reaches the building with and looks at it with a deep frown. He looks at his cigarette, then back at the building, then back to the cigarette. Finally, he put the cigarette to his mouth and takes an almost inhumanly long drag.

He blows the smoke out of his mouth then tosses the nicotine fix into the trash. He approaches the office with a frown and right before he enters the room he straightens up his hair and clothes. Then without a word he walks into the room and takes a seat in a seat at the far side of the room. He coughs quickly as to announce that they should probably get started, and begins to wait softly.

The woman nodded over to the man with a look of content, before tapping the manila folder on the podium. "As we all well know, there have been many incidents occurring throughout the world with certain powered individuals behind them. Some of these certain individuals hide behind a mask, and thus can't be held accountable for crimes they have broken in their misguided way of playing vigilante. I take you back to the situation in San Francisco, California. Innocent officers were slaughtered by a flying man, and a creature made of pure water, like it was a game. In New York, there was an attack on a Zoo, and two super powered beings were forced into combat there aswell. Animals escaped the zoo, and there was massive panic for more than a week because of it. Is there one thing in common for both of these cases? These beings with these powers were held unaccountable for their actions. They are too dangerous to let loose in the public without the government having a file and tabs on them at all times. They are irresponsible and play with the lives of others on a whim! We need to defend the people, and this is the first step. Do we want another situation like New Jersey to occur? We lost hundreds of good men in that city's destruction, and at this rate it could happen again any time. We need to take action and prevent such tragedies from happening before they are even conspired! Even those masked will have their identities known, so they are held just as accountable as an officer who may break the law!" The woman would speak with a stern tone, but somewhere within that mind of hers..She was laughing.

Listening to what his opponent is saying he thinks to himself. Good strong argument there it seems that this person i will have to watch myself. then waiting for her to finish so that he could start his argument. When she finished Marcus starts in a cool tone that reaches all of the room. "Now while what my opponent has pointed out all the bad things that have happening in the world But what of the good things? i bring to your attention a event in one of the major ports in USA with a what appears to be a mutant helping out stopping a crash of two Cargo ships there. Another event in Australia where a Mutant stopping a bush fire that was just about to turn into a firestorm. Then there the fact of where the Money for the tracking of all the Supers where will that come from now? The people of USA or will it come out of the funding for something else. Then there the fact of the Heroes and supers that can fly or run over the waters of the seas how will you kept track of them?" Looking around see how his words are taking effect before going on.

"Then there the fact that if you do follow this though then there the fact that you will need to give them a health plan and other things that an law officer and other public servants have that more money out of the pocket of the people or other founds for things that the people will frown at if it does happen. So what ever happens just remember that the people will always bring it back to you congress." stopping for now taking a breath and a sip of water while waiting to see how the congress will take it..

Well after the subjects started their first speech, it was Representative Priccypaants' turn at having the floor. He found most of these acts by 'supers' repulsive to say the least however there was much he needed to say and as such he dropped all his acts of being a child and the cool, malicious, and manipulative congressman stood up and cleared his throat before speaking.

"What could we possibly do to the person who destroyed New Jersey? Send supers after them? With their costume on, they should still be hunted just as easily. Someone who is prideful enough to take on a city, will not let their face drop suddenly after all. However," at this the congressman paused and looked over at the representatives "I do believe that tracking devices would put a halt to this boy's point of being unable to track them and should become mandatory if we do pass this bill. I would also like to remind him that all supers that have been hired by the government receive those rights he has detailed, and if someone wishes to practice vigilantism then we have no need to supply medical care or anything of the sort to them. His point, clearly, is very moot."

Oswald listened intently to both speakers. Each gave very valid points, but only one made him think of problems that would affect him. Taxing people to give paychecks to government hired superhumans? That was no problem in his eyes. Letting these superpowered humans roam the world on their own accord and putting peoples' lives in danger? That was something that he would have to assist in putting a stop to. His fellow Congressman made a good point in placing tracking devices on the superhumans to keep them from being untrackable. His inconsistent morals kicked in at the thought of this. Destroying their privacies completely would feel wrong to him, yet the risk of them going AWOL and killing people when it could have been prevented also played a part in his mind.

It was his turn to take the floor, but he had little to say. "I am in favor of this act. Many lives that would be pointlessly lost could be saved. Many vigilantes would become true heroes for their country. There is a way to make them able to fight crime and stay within the law at the same time. I believe that S.H.I.E.L.D. is giving good grounds for this act, and I am behind it." Oswald's thoughts crossed back to the idea of tracking devices. "Yet, the tracking devices might prove troublesome. I understand that this could help prevent these supers from becoming AWOL, yet it may make them hesitant and possibly drive them to resist this act. The seizing of their privacy may be going a little off the deep end. I would propose an honor and dishonor system instead. Those proving themselves would gain more freedoms than those who show to be difficult to deal with."

Otto listened to all the speakers they made good points and some bad ones but the fact still remained super powered people are dangerous. The average criminal may rob a bank or murder a few, but some supers could cause genocide with their mind just by throwing a temper tantrum. The fact that they can do this made it unsafe for every person. Insulting the wrong person could get your entire family killed and there would be no evidence… he knew this from experience.

Otto knew why he was on this council the even higher ups wanted the supers marked and they knew what Otto would vote. However, he could not allow mutants to just walk free with the ability to do whatever they wanted. He knew their rights but George Washington never met a man who could explode his head by thinking it.

Otto coughs and states, “all people with and without powers have been shown to have flaky allegiances to good or evil. All people they have emotions and feelings, and there are things that can change them in the blink of an eye. However, regular people do not have the strength to wipe out New York with their mind I believe that any person that shows an even remotely dangerous ability should be marked, tracked monitored and anything else that is practical. They can’t be allowed to be unknown with their powers we make people who are able to fight well register, what about people who can breathe fire.” He took a deep breath and a sip of water his face turned a shade of red as he said with anger, “If they want to resist they obviously have no wish to protect the world; they only wish to protect themselves!”

They seemed to be coming to some sort of agreement. That was susceptible. They were human. Humans had the prime talent of staying alive simply from being cautious of potential dangers. These mutants and super powered people were nothing but dangerous. Points were valid. If one was to lose control, or simply have one bad day, it could lead to a break down. The woman would clear her throat, and look towards the man she was currently debating against. "The congress all bring valid points and facts to this discussion. All it takes is one bad day to cause someone to do something they'd regret for a life time. We're here to stop that from ever happening. These powers need to be not only controlled, but documented. Letting them loose endangers lives across the globe. Those that register with the government will have their identities withheld from the public, and can even find themselves with a job. Those who hide can only be seen as dangerous. What is there to hide? They still have their freedom. We are here for one main mission. To protect the innocent. These powers, uncontrolled, can do much more damage than a man with a gun. And it is what we fight to prevent. If you honestly disagree with this, then sir you are selfish. You are looking more out for yourself, than the lives of the many. If you can honestly look me in the eyes and say these people with these powers are NOT a threat, then I question your sanity." At this point, the woman would stare towards Marcus with intensity, almost as though her gaze was looking straight through him.

Marcus looks out over the crowd as the three speak and see that he is losing to the other side. Though can he really fault them for being only human, hell Marcus was human just with the power giving X-gene but still human. So he can understand what they are doing then looking at the the woman as she speaks and looks at him at the end like she trying to see into his soul. Marcus slowly blinks and takes a sip of water before flipping though his papers lightly.

Then he starts to speak. "Well i can not but agree that you all made good points but and i say but. You say that the identities of those that are registered will be kept out of public knowledge ha. Don't make me laugh there are three points that i can see wrong here. One the computes of the government have been hack on many accounts. Now look me in the eye all of you and say that it will not happen with this and the identities will not be leak out. Two you can use this knowledge to keep people in line yes people for that what they are by saying so long as they are good the info will stay put. Now what does that remind me of something illegal with the words mail and the colour that absorbs all light not like white which reflects it. And three the jobs that you say put it will most likely benefit the government in same way will they not?" take a short break to sip some water before getting back into it.

"Also with this you will only add fuel to the fires that the supers extremis have been building to recruit the very people that you are going about trying to handle to protect the greater people. Now what if they get their hands on the boy that i just said before stopped a fire-storm now think what that boy could do if the extremis get their hands on him and twist him to their ends and the same with the mutant that stopped the cargo ships from crashing? that is all for now mill over that while you listen to the others."

"I personally do not think your points do not have any meaning. I say we hold a vote to pass this bill" he said slamming a fist down onto the table in front of him. "I vote for registration!"

Oswald was trying to keep a level head in this meeting, yet the apparent spokesperson for the supers was not doing a very good job. Since it was obvious which way this was going, he decided to join in on the fun. Oswald slammed his hand down on his desk. "I vote for registration as well!" There was going to be no stopping it anyway. The supers should have sent somebody with more knowledge of government. Blatantly stating the corruption within the government TO the government would not help their case.

Otto didn't yell or lose his calm he simply stated, "I vote for registration as well." for all he cared the supers could all burn.

"Thank you Congressmen for seeing the growing danger of this threat." The woman would gather her notes, giving a slight nod with a slight smile. As she left the podium, she would walk back towards the corridor she had entered from, alone. Safe from sight, there would be a large maniacal smile that would grow on her face.

Nameless and the rest of his SHIELD agents would make their way through the corridors and out of the room where they would meet up to discuss further actions. It was time to get things moving he now had the means to capture any hostile supers and those who came willingly would have to register. It was perfect to say the least. With that stated he would be gone.

Marcus watches in despair as the Act is passed and he just shakes his head at the human condition and how they react to new and unknown things but he is not a bad loser and he say his final piece. "Ok it seems that i have been outdone by my opponent and i know when not to fight. Though i will leave on one note. Think hard about what has happened here and remember that no matter what happens the root of the problem will always be traced back here. I bid you good bye." with that Marcus steps down and walks out the same way he come here. He then jumps into a car that being driving by one of the employees of supporters of the people against this HRA going though. "Take me to the air port it best to leave as soon as i can just in case someone did there homework and found out that i am a mutant even with the diplomatic immunity that your boss got me it better safe then sorry." then the man said. "It was that bad heh?"

"You don't know the half of it. now please drive." with that Marcus start his trip back to his home at the school that for the mutants and other supers."
