Senator Hines has revealed how mutants will be handled: Sentinels.

A rumor traveled the circles of the supernatural. Mutants heard a safe, underground railroad was being started, inquire at the Summit. The beyond sought the strange power said to rest at the Summit of New York City. The gossip flitted amongst the rest: valuable information was to come to light when dawn broke over the Summit.

The Biography


Birth Name: Devon Hadden
Aliases: Tempest
Gender: Male
Age: 20
Birth Date: July 23rd
Class: Mutant

Appearance:

Devon has grown into his powers - almost literally. He is dark and attractive like the coming storm. While not overly muscled he is toned and agile, standing an inch or so taller than six feet. His skin is a soft olive and smooth like weathered stone perhaps from the constant exposure. The head is long, the jaw squared though the face narrow and the cheek-bones high. He is striking, no matter what the weather conditions.

His hair is wavy and black, a cloud on the horizon. He wears it long over his ears, some 4 or so inches. He keeps it like most of his appearance: meticulously groomed. His eyes are blue and bright like his mothers, and when his powers are in use they become a pitch black. His chin is softly defined and at times graced with stubble.

Devon typically dresses in darker but hip fashions. He favors tighter shirts, varied jackets and simiilarly styled jeans or pants. While he has a taste for higher end life and fashions, he's not there yet. Devon can often be found barefoot because he actually prefers to be clad as the sky, wearing nothing at all.

Personality:

Often plagued by mood swings, Devon exists within his disorder more than living by it, struggling with medication and psychological treatment. He is quiet, moody and arrogant, and when at times friendly his demeanor seems condescending and fake on a one-on-one level. Unfortunately he did not escape the bitterness of his circumstances, and coupled with the events of his past, his depressive moods can be dangerous.

Devon seems to enjoy little, yet he can still be found trying to make a difference here and there. Drifting on wind currents, he is still clearly dedicated and driven in all he does, when he chooses to do something anyway. He has confidence, clearly, but even he doesn't espouse his abilities and will belittle himself. These traits deter many from the young man, even in passing or those he's falling into working with even if for a short while. It's difficult to know whether Devon would prefer to avoid people altogether or secretly enjoys meeting them.

Mutants can usually recognize that Devon treats them with more respect and aid if he knows of their abilities. He isn't a loather of humanity by any means, but he favors those he seemingly shares a kinship with. Devon's beliefs are vague, even if he does bear a cross upon his chest but he seems well intentioned in his efforts. He isn't without anger or malice, however. When he is at his most quiet, those with experience know to avoid Tempest.

    Description: Currently, Tempest has only learned how to call the wind with his powers. He can summon a slight breeze or a devasting gust up to 200 mph. He uses these to buffet foes or just keep someone away from him. He can maintain up to three separate wind manifestations presently as per C rank.

    Description: Devon can ride the wind as if it were second nature. He can reach up to 200 mph as per C rank.




    Name: Change Weather Conditions
    Rank: C-S
    Power: Atmokinesis
    Description: This is the common ability to change the prevailing weather conditions of an area, typically a mile radius, and must be in line with the relative weather of the season and area. It takes approximately five minutes for the weather conditions to change completely. Thus, the user can’t change the existing weather conditions and instantly remark of such in a post. The number of posts to reflect this will vary depending on those involves, if combat is happening, etc.. The entirety of what is possible is dependant upon the mastery of other abilities the user possesses and can not create beyond them.

    Example. Even if the weather was already favorable for a hurricane and then the user changes the weather to be warmer and more humid, he can not create a hurricane unless he has an ability to specifically do so. A tornado would be easier as it is more localized but again, the right abilities are necessary. The user could however decrease the temperature over a cold city, gather moisture in the area and cause a small snow squall even he has power over temperature and water.




    Name: Electricity Manipulation
    Rank: C-S
    Power: Atmokinesis
    Description: The user can direct electrical energy blasts by manipulating the charged particles in the clouds, air and ground. This includes the user himself acting as a lightning rod. The user can choose the target location or specific target for lightning in an existing lightning storm. More commonly, the user can project blasts of lightning as an attack at up to 3 targets at rank C.

    At C rank, natural lightning is more dangerous than generated lightning. Generated lightning will stun and moderately damage a target with normal fortitude/health/resistances. Objects are lightly damaged unless specifically vulnerable like electronics which will be fried/destroyed.




    Name: Thermal Manipulation
    Rank: C-S
    Power: Atmokinesis
    Description: By manipulating the kinetic energy of the particles in the air, the user can increase or decrease the temperature. At D rank, the user can manipulate the temperature by a variance of up to 30 degrees Fahrenheit with an additional 30 degrees for each rank above D. The localized area is affected to this temperature change up to a 40’ radius with every additional 40’ getting 10 degrees closer to the original but only if the user wishes to affect an area larger than normal. This does not include the ability to heat exhaust or freeze a target.

    Example. If it were currently 95, the user could make it feel like it were 35 for 40’ around the target and it would get warmer as you moved away unless it were specifically localized in which case cool air currents would travel for a shorter distance before the normal heat prevailing.




    Name: Water Manipulation
    Rank: C-S
    Power: Atmokinesis
    Description: The user can manipulate moisture in the air to create areas of fog, rain, ice or snow. Temperature is a factor but this ability can be impacted by others as normal. Especially dry areas, like a desert, have an extremely limited possible effect. The area produced/affected by fog, rain, pieces of hail/ice or falling snow is a 20’ radius at D with an additional 10’ radius for every rank above D. The fog creates limited visibility for those within 5’ and blocks normal sight beyond.

    Alternatively at rank C or higher, this ability can be used against 3 targets for a blast of razor sharp ice crystals, to drench a burning target(s), or try to bury them in snow. This does not include freezing a target solid, making ice formations, etc.




    Name: Thunder Manipulation
    Rank: C-S
    Power: Atmokinesis
    Description: The user can manipulate atmospheric phenomena, air pressure and the charged particles in the air to generate tremendous bursts of sonic energy, which sound as thunder. This can be directed on up to 3 targets at Rank C who all must be within 20’ of one another. This will create 2 posts of deafness for the target and limited hearing thereafter for the remainder of the thread (primarily in combat). It stuns those with super hearing.




    Name: Shock Shield
    Rank: C-S
    Power: Atmokinesis
    Description: The user generates a shield of electricity around her body in a 10’ radius. This shield can be up to 10’ in radius larger per rank above C if desired. The intense electrical current produced in visible arcs of lightning vaporizes simple matter like rocks where complex objects are electrocuted and deflected at random. A bullet would deflect randomly whereas a rock would vaporize.

    Attacks of higher rank are halved in damage while most other attacks are blocked or deflected. Shrapnel could still come through and cause damage. Energy attacks are similarly affected. At higher ranks, more complex materials can be vaporized.



    Name: Pressure Canon
    Rank: C-S
    Power: Atmokinesis
    Description: The user modifies the atmospheric pressure in an area to create a tremendously explosive release in the air. The object or target is bombarded with great strength, equivalent to 1,000 lbs of force at Rank C as per a branched power.





    Name: Antiflight Bombardment
    Rank: C-S
    Power: Flight / Atmokinesis
    Description: The user of this ability has trained in flight precisely enough so as to recognize the flight maneuvers in another. By countering their movements with specific pressure adjustments and attacking with strong wind gusts, the user can drive the target down. Those of higher rank than C have their speed reduced to half and they can not gain altitude. Those of equal or lower rank are grounded.




    Name: Ecological Empathy
    Rank: C-S
    Power: Atmokinesis
    Description: At rank C, a user of Ecological Empathy through Atmokinesis can sense beyond mere perception. They feel changes to atmospheric conditions (temperature, wind, pressure, humidity, heavy pollution, ozone changes, electrical flares) out to a range of 50 miles at Rank C. Additionally phenomena that would affect the Earth’s atmosphere, such as solar flares, would be perceived once within range. At higher ranks it may be predicted.

    For example, they could feel the temperature change whether natural or unnatural from a horrible forest fire or someone generating thermal radiation. The user does not know why but they do know direction, approximate distance and whether natural or unnatural.

    S+ = 5000 mile radius (global)




    Name: Touchsight
    Rank: C-S
    Power: Atmokinesis
    Description: At rank C, a user can sense disturbances in the air, atmospheric pressure and small breezes out to a distance of one hundred feet even if they can’t otherwise see what is causing the disturbance. Additionally it allows an active user of this ability to sense that something is illusionary or fake. Anything completely incorporeal, such as a ghost, would not be sensed by touchsight. For example, someone coming around a corner would be felt as would the area if the user was blind. If the user actively checked his area, he would notice if a wall was implanted in his mind as the winds wouldn’t feel it.




    Name: Lightning Reflexes
    Rank: C-S
    Power: Atmokinesis
    Description: The user can feel disturbances in his immediate surroundings as the air, pressure, wind currents, etc. change suddenly. Thus an incoming bullet would alert the user with increased temperature (from the shot), wind and current direction, as well as displaced pressure. This gives the user a better chance to dodge the attack entirely if the ability is equal or lesser rank. For higher ranks, the user is more likely to take half the impact or damage. Adjustments are considered for incorporeal and/or speedy attacks whereas most incorporeal attacks would not be felt unless energy based.




    Name: Endure the Storm
    Rank: C-S
    Power: Atmokinesis
    Description: The user has braved the elements in extreme situations including raging storms and upper level atmospheric conditions. The user’s body is fortified against the rigors of prolonged activity, storm-like effects and general abuse. At C rank, he can push himself to extreme activity twice as long as a peak athlete. He only needs to rest once every few days though for a longer fashion, typically a 10 hour rest. Finally, storm-like effects of pressure, ice, electricity, wind, etc. of equal or lesser rank are generally ignored while higher rank do half to three quarters than normal damage depending on the rank difference.




    Name: Lightning Bolt
    Rank: C-S
    Power: Atmokinesis
    Description: By using electrical manipulation, the user creates a pure bolt of lightning that affects everything in its path out 60’. Each rank beyond C grants another 30’. This causes moderate damage and stuns the targets.



    Name: Electrolysis
    Rank: C-S
    Power: Atmokinesis
    Description: By combining electricity and water manipulation, the user can generate an electrolysis field to separate oxygen and hydrogen molecules with electrical current so that breathable air is produced for those within 10’ (at C rank) plus 10’ each rank beyond C of the user.

    Description: While Devon's emotions may sometimes negatively impact the use of his powers, they can also be a tremendous aid when focused to empower his abilities. In general this provides a small boost to his manipulations and force with atmokinesis.



    Name: Adapted Body
    Specialty: Projection
    Rank: C
    Description: Devon can withstand incredible variations in enivornmental conditions. He is unaffected by freezing or boiling temperatures, low or high pressure, can breathe even in a near vacuum of low oxygen, and the like. Most noticeably even tornado force wind gusts flow gently around him without negative affect or distraction. Thus he could stand outside in 20 degree weather while a tornado whips over him and he'd feel comfortable and probably just worried about the debris that could bash into him. At this rank extreme cold like absolute zero would be too much for Devon to withstand without his body freezing.



    Name: Weather Eye
    Specialty: Projection
    Rank: C
    Description: Devon has heightened senses he refers to as his 'weather eye.' This ability allows him to view all weather related forces (atmospheric pressure changes, lightning and static building, moisture levels, etc.). This includes visual perceptions of kinetic, thermal and electromagnetic energy behind various weather phenomena and patterns. Ex. Devon always knows how the weather will be that day and likely the next.

    At C rank, Devon can sense variations in the atmosphere around him, giving him an insight into the local area such as sensing that a strange unseen gas was in the air (though not the composition) or insight as to how a person was moving, granting a 10% better chance at targeting them. At this rank he can not sense the composition of the particles in the air.



    Name: Calm & Controlled
    Specialty: Leadership
    Rank: C
    Description: Devon is learning how to find calm in difficult situations as part of his psychiatric treatments when he actually goes to them. He needs to learn how to control his emotions and direct his feelings in a positive, helpful manner. Due to recent events and interactions he's learned there are great dangers and situations that he needs to be prepared for. He now has a 10% less chance of falling into a heightened emotional state provided he is currently on medication (story element). He is actively seeking some improvement. Each rank above C will only grant an additional 10% chance, not the standard percentage increases typical for combat.

Flaws

    Flaw Name: Emotionally Influenced Powers
    Flaw Type: Conditional Power
    Flaw Affects: All powers & abilities
    Flaw Description: Devon's powers are fueled and affected by his emotions. Part of the reason they are as strong as they are is based on his extremely emotional temperment. The downside is that when he is emotionally compromised his powers can rage out of control due to his disorder.
    Flaw Mechanics: The positive aspect is a skill above. The negative aspect is that when suffering from a highly emotional state, especially as triggered by his disorder, his powers have a 50% chance of flat out failing to do as intended from striking a target to catching someone falling, etc. It thus takes 2 posts for him to accurately focus, concentrate and achieve his intended effect. There is a secondary 25% chance if his powers fail to do as intended, they instead rage out of his control possibly doing something catastrophic. An example could be a disastrous lightning eruption or a breeze becoming a tornado force gust. This is the basis of some parts of his history.

    The OOC outcomes of any percentile rolls as well as the number of posts being done to focus will be noted in an OOC comment section of every post.


    Flaw Name: Bipolar Disorder
    Flaw Type: Psychological
    Flaw Affects: Every day life but specifically Emotionally Influenced Powers (see above)
    Flaw Description: Devon has been diagnosed with bipolar disorder. While he does have a few prescriptions to help him manage the disruptive moods swings, they are not infallible. In fact Devon is wary about taking them as he doesn't want to seem drugged up or feel like he isn't himself. He does sometimes see a psychiatrist, especially when he's needing to get a prescription again.
    Flaw Mechanics: In game terms, 1 out of every 4 topics/storytlines will see Devon in a manic or depressive emotional state, negatively affecting social situations and compromising his judgment in clearly unhelpful ways. Also, any event or issue that could highly affect him has a 50% chance of triggering a heightened emotional state, typically in a manic way but not always, automatically causing his powers to fail as in "Emotionally Influenced Powers" above with the normal chance of raging out of control. For example, Devon seeing a loved one killed might cripple him and he could just shut down as if unaware of his surroundings.

    The OOC outcomes of any percentile rolls as well as the number of threads in for the affected emotional state (1 out of 4) will be noted in an OOC comment section of every post.

History:

David Hadden was a cultural anthropologist with Stanford University when he traveled to Greece to document an unearthed cairn there. Believed to contain burial artifacts of celtic origin, David was eager to study the history within. What he found was a vision to behold: Maeja, a lovely young woman studying literature. After his work was done, Maeja agreed to marry David and travel back to his home in California for the two had fallen deeply in love during their time together. David only asked she turn to Catholicism, which she did out of love for him.

The Haddens were not rich, but still wealthy. Devon was born into the comfort and security of an upper middle class family. Always active, children at school were drawn to him, eager to be involved in whatever Devon was doing. Yet, the youth was often chided for allowing the other children to get caught up in his activities, especially when they had their own work to do. Devon enjoyed these times, when life was easy and friends plentiful.

A very religious man, David Hadden looked down upon the very topic that had brought him to Maeja: cultures with pagan and mystical beliefs. Devon once shared these attitudes as most children worship their parents. This did not last. As his first decade upon earth came to an end, the little games of making the wind blow became too real. When he cried it rained, he never was hot any more…either a breeze would kick up or he managed to suffer the south coast weather. Despite a developing self-loathing, Devon desired to learn more of his talents. To gain a better understanding of them he began investigating earth science and meteorology.

He started calling the wind and he enjoyed every moment of it. For a short while in junior high he turned a quick profit guessing at the weather but he stopped when he found himself always right. Devon's interest in Catholicism waned as he questioned what he was capable of, not yet knowing what a mutant was. He asked his mother about God and she taught him about the ancient greeks, which felt more possible to him after his experiences. She valued her husband's morals but nurtured her son's interest.

Devon did not reveal his powers to his mother but from her stories he grew fascinated with his Greek ancestry and religion. He learned of the various gods, their portfolios, talents and varied magic-like powers. Devon long believed his mother maybe had magic like him. He came to refer to his power as the Tempest, later adopting the name for his personal use. The Tempest embodied a powerful storm, but also the magic and mysterious ways as in the Shakespearean play of the same name. In the play, the African witch Sycorax had trapped Ariel, a spirit of air, in a tree. The symbolism was not lost to Devon. He yearned for more information and the small tricks he could conjure. The ability was feeding his arrogance, even causing him to treat his parents differently.

But it wasn't only this budding need to understand that fueled the Tempest. As puberty progressed, so too did dour moods as failed tests came back to his father. Late nights of manic activity on the weekends gave way to drinking with an increasingly unfavorable crowd. Not even his mother could comfort him then. It was enough, that and his worsening grades despite being a son to two academics, to get Devon sent to a psychologist.

Diagnosed with bipolar disorder and urged to new medications, Devon rebelled further. He made the mistake of telling people he thought were his friends, who only turned on him to call him crazy and mock him. High school became torturous and boring. Class work became difficult and seeming useless to a boy eager to know why the wind heard his call. Some days he never left his bed.

It was raining the morning of the Tornado. He went to school despite barely sleeping. His medication, left untaken for the week, sat on his bedside table. He didn't like how it made him feel so different. Jared and his two buddies chided the thin idiot who was too crazy to remember they had a test in math that day. When one jostled him into a locker, the clouds broke open.

There was lightning and the rain pelted but it was the sudden torando that came down in the parking lot, throwing cars and ripping up the mortar of the Palo Alto school, that people most remember. Alarms rang in an area that had never seen a tornado for many years. Two students, one a kind girl and another a boy he didn't even know, died from debris flung through glass windows. Devon may not have heard anything more of it had a few students not noticed the wind barely touched him as he ran down the hall in a frantic roar of anger.

The police came to speak to his parents and he listened from upstairs. He learned of mutants and learned it wasn't magic, wasn't his ancestors. It was a variation in his DNA that gave him power over the weather. His father was furious; his mother cried. Devon ran.

He's been running for years. While he still finds money has gotten into his bank account - enough to get by anyway - he's avoided contact with his parents. That cash goes to the necessities like clothing, food and the medication when he can. He's trying to learn, trying to help and all the while trying to keep his head down.

It doesn't usually take long before he takes flight again...

Weather eye is more of an ability. As for the wind caller ability lower it a bit. To maybe 150? Abilities here can stack don't want you getting crazy with it ya know? As for everything else well done. I like it.

First, thanks for the quick review. Also for the compliment!

I can definitely tone down the wind calling. I was sort of basing it off of the mph of flight as if it were a main power as noted in the Branching guidelines. However flying isn't attacking.

I had trouble with the weather eye. It seems so passive to me and not very helpful except in miscellaneous or story purposes that I figured it should be a skill. I can't really justify to myself how to make it strong and useful enough to be an ability when it mostly is just for seeing atmospheric phenomena and weather patterns.

Im out pre Christmas readying with a haircut so I'll take a look again when home. Id appreciate if you could message me your concern over the skill. That can help me assess it.

I've lowered the windcalling to 200 mph. I figure it should at least be what he can fly at right? Still a lot of room to grow with it and other atmokinetic abilities.

As for Weather Eye, I guess from my side I'm having trouble figuring out the concern with it. It doesn't give him the ability to affect anything, but to see how weather patterns are moving and related energy such as the warmth or wind currents. Maybe the concern is the electromagnetic viewing? Those fields affect weather as part of the rotation of the earth so it's more about seeing how they are charged and moving. I guess maybe it could help you tell north vs. south.
