Senator Hines has revealed how mutants will be handled: Sentinels.
A rumor traveled the circles of the supernatural. Mutants heard a safe, underground railroad was being started, inquire at the Summit. The beyond sought the strange power said to rest at the Summit of New York City. The gossip flitted amongst the rest: valuable information was to come to light when dawn broke over the Summit.

Quickshot Believe me, I’ve heard all the jokes.
The Biography
Birth Name: Caleb Winters Aliases: Quickshot, “Jason” Gender: Male Age: 20 Birth Date: March 10th Class: Mutant
Appearance: Quickshot stands 6’3” and weighs in at a solid 191 lbs. His build is athletic, but not particularly bulky. He has abs, impressive pectorals, and nice arms, but everything is trim and just a little more stream-lined than usually appears as the result of body-building. Those with an eye for detail will note that his right arm is just slightly more cut and muscular than his left.
He’s an attractive man, worthy of a poster-boy title. Silky golden-blond hair, prominent cheek-bones, keen green eyes, and full lips. In fact, his face bears a hint of the feminine that makes him verge on beautiful rather than handsome. He isn’t androgynous at all, but the fact is there for those who know to look for it. [Note: Quickshot is effectively a male clone of Tara Strong, a.k.a. Chronas, and the resemblance is uncanny enough to notice easily]
His costume is fairly standard-issue spandex, black and cobalt blue, with a black half-cape and a blue domino mask trimmed in black.
Picture:
Personality:
Amnesiac: Much of Quickshot’s past has been wiped out by tampering from an unknown super-being. He only has the last few months and dream-like fragments to work with. As such, he is not prone to trusting others, uncertain as he is of his own identity or who is responsible for his condition. Racist: Simply put, Quickshot doesn’t much care for normal people. He doesn’t go out of his way to murder them, but he isn’t at all a clear-cut hero. He doesn’t tolerate anti-super diatribe or associated behavior, and is much more likely to trust a meta-human of some sort than the standard issue.
Temperamental: The speedster archer carries a lot of anger that he has a hard time explaining. He has to contend with it regardless. When things go poorly, he gets mad, which tends to lead to things going even worse. He can be thin-skinned, and testy, and just generally irritable at the drop of a hat.
Romantic: He knows that he’s capable of love, and he wants it. Badly. He’s always on the look-out for “the one”, and tends to think that finding him will solve many of his problems.
Confident: This is almost better described as cocky. Even with only a few months of memories, he’s been though some very rough patches and come out on top. This manifests more in swagger than actual boastfulness, unless someone goads him into it.
Lonely: More than anything, Quickshot feels alone. It ties into every other trait mentioned above. He has no memories of loved ones, he hates humans because they treat him like a freak, he’s anger and lonesomeness can feed each other, his desperation in regard to romance stems from insecurity, and his confidence developed because he never had anyone to rely on.
Loyal: As a result of all that, Quickshot is unfailingly loyal once he takes someone into his life in a meaningful way. Whether it be lover, sister, or comrade, his trust is not earned easily, but it is earned absolutely.

Name: Speedster Aura Rank: C+ Power: Super Speed Description: People who are propelled by high speed can survive the harsh conditions associated with mach speeds. If say a user must rescue an individual from a burning building these individuals will be protected while within an aura. Quickshot's aura is specifically a Cobalt blue light and protects him from friction and small debris [small rocks - objects] at C rank. Allows him to strike durable forms of matter such as brick walls and steel at B rank without breaking bones. Allows him to appear like a speeding bullet at A rank, and shred through anything that is concussive [sharp piercing objects and attacks will pierce the aura. Only durable forms of matter such as walls and people will be tore through], tearing through it with pure speed. Those he carries while running can also be surrounded in this aura if he wills it.
Name: Speedster Marksmanship Rank: C-S Power: Super-Speed Description: The challenges of being an archer who can move well past the human norm are many. In order to compensate, Quickshot has adapted. He is capable of processing sensory data at a prodigious rate that allows him to actually function at range at max speed, allowing him to target relativistically among other things. He can also unleash up to three arrows at entirely separate targets in the same second, with an additional two arrows per rank. No accuracy or power is lost regardless of his rate of movement.
Name: Ablative Aura Rank: C+ Power: Super-Speed Description: The same aura that helps protect Quickshot from his own speed can help protect him from that of others as well. Attacks that rely on high velocity to do damage are diminished the instant they come in contact with his Speedster Aura, provided that he is currently going at no more than 75% of his max speed. The most common forms of damage that this protects against are bullets and the attacks of other speedsters. High speed advanced weaponry (such as rail shooters, etc.) and super-speed attacks above the current rank of this ability are not affected, but others will have their damage diminished by 50%. At C-Rank, he can snatch arrows and other “slow” projectiles from the air easily without harm. At B-Rank, he can do the same with bullets.
Name: Focused Defense Rank: C Power: Super-Speed Description: By putting all of his speed and focus into defensive action, Quickshot can seem nigh-untouchable. Doing so requires that he essentially remain standing still and take no actions other than to defend himself. Whether he dodges or parries, his enhanced speed makes it possible evade numerous close or ranged attacks in the same post. The only limitations are that he be able to perceive the attacks, and that they be slower than him. Obviously, area attacks will also be unaffected by this ability. When he does this, he barely appears to be moving, looking just a bit blurry around the edges; in actuality (or to quickened sight), he is ducking, twisting, and blocking at high speed.
Name: One-Inch Punch Rank: C+ Power: Super-Speed Description: Due to his ability to move all parts of his body at high speeds, Quickshot is able to exert quite a bit of force without actually having to move much. A shrug at 400 mph can be more devastating that a full-extension punch from a professional boxer, after all. As a result, he’s much better at fighting in enclosed spaces than most speedsters, or at fighting while bound or restrained. Binding or restraining him becomes more difficult in and of itself; with even the slightest bit of slack, he can usually super-speed wriggle his way to freedom (or, if his aura protects him sufficiently, simply break free). All told, this ability allows Quickshot to exert his super-speed fully provided that he can move the body part in question at least 1 inch at C rank, ½ an inch at B rank, ¼ at A rank, or at all at S rank.
—Name: Superhuman Speed —Rank:[/b[ C+ [b]—Power: Super-Speed —Description: These characters immediately understand how to run at superhuman speeds and their bodies instinctively understand how to react at high-speed situations. Skills:
—Name: Marathon Man —Specialty: Physical Prowess —Rank: C —Description: Provided that he does not exceed 60% if his max speed, Quickshot can run for up to two hours straight without needing to rest.
—Name: Fletcher/Bowyer —Specialty: Weapons Expert —Rank: C —Description: Quickshot is quite proficient in the creation and maintenance of the tools of his trade, allowing him to create and use pertinent technology up to A-Rank (provided he is the required rank for using them)
—Name: Eagle Eye —Specialty: Weapons Expert/Physical Prowes —Rank: D —Description: Quickshot is frighteningly accurate with both his hands and feet and his bow. Whether it be making ballistic shots to hit targets behind cover, pin-pointing an exposed weak point in armor, or simply performing any manner of trick shot, as a general rule, if he can see it, he can hit it.
—Name: Mixed Disciplines —Specialty: Weapons Expert/Physical Prowess —Rank: D —Description: Quickshot can transition fluidly and flawlessly between close- and long-range combat. He is just as at home punching someone in the face or smacking them with his bow as he is riddling them with arrows from afar. He is also capable of employing maneuvers that combine both forms of fighting at once due to his enhanced speed.

Weapons/Devices:
—Name: Basic Quickshot Suit —Appearance: See picture in Appearance Section —Description: Basically just insulated spandex, the supersuit’s only plus sides beyond the obvious are that it breathes well in hot weather and provides very decent protection against the cold. —Origin: Given to Quickshot by his mentor, but he doesn’t remember that.
—Name: Mechanical Broadhead Arrows —Appearance: Slightly longer than most modern arrows at 32”, these arrows appear to have a sharp tip rather than the standard arrow-head. The shaft is a mattle black, and the fletchings are bright blue plastic. —Description: These arrows are simple but devastatingly effective. The smaller tip allows for more penetrating power, helping to punch through most normal armor. Once the tip makes contact, four 1” blades are deployed from the head, cutting into the target and enhancing the wound. —Origin: Quickshot designed the head mechanism of these arrows himself in order to create an arrow with the piercing power of a fixed broadhead but the better flight of a mechanical one.
Item Name: Reinforced Compound Bow Item Rank: C Item Description: A seemingly simple bow, it looks to be made of a mix of metal and matte-black carbon fiber. It is four feet long, with sharp edges save for the hand hold, which can be grasped-two handed for meleeing. Patent: N/A Item Image: N/A Item Power: The bow was designed specifically to be operated at super speeds, allowing Quickshot to draw, knock, and fire many arrows at his maximum speed without damaging the bow. It is also strong enough to function in melee, and has sharp edges and tips for that purpose.
The Background
History: Caleb Winters thought he had the perfect life. He had a father who played football with him in the backyard, a loving mother who packed his lunch every morning, and an older brother who looked out for him. He had plenty of friends, his allowance was more than enough to cover his life style, and he was actually doing well in school for the first time ever after a very rough freshman year.
He knew he was adopted. Maybe if his family hated him he might have cared, but not one of them had ever treated him like he was less than blood. He respected his parents enough not to ask about who his biological parents were; they’d kept a roof over his head for years, fed, him, clothed him. Whoever they were, his birth parents had given him up, so why agonize over them? He was curious, sure, but it never went any further than that.
At least, it didn’t until he realized his perfect life was a lie.
Freshman year was bad. Really bad. He was sick and in pain for large chunks of it, and only barely managed to complete enough class-work to go on sophomore year. His mother was a scientist, so the best medical experts tested him, but they couldn’t find out what was going on. Some sort of muscular condition, they knew, but it was unlike anything else they’d ever seen. His muscles were just getting weaker and weaker, until suddenly, it stopped.
Not only did it stop, but Caleb bounced back with a vengeance. He felt healthier, stronger, faster than he’d ever been before. He tried out for a sport for the first time ever, track and field, and broke numerous state records at the try out. It was like a miracle, but for some reason, his mother seemed even more worried than she’d been when he was sick.
He figured out why at his first track meet. He was all set to take home the 400 meter and the meet, and when the starting gun went off, he ran like he’d never run before. He ran so fast in fact that he couldn’t control himself. In a panic, he just kept running, terrified of what might happen if he slowed down. He finally dared to nearly five miles outside of town, and by the time he hitched a ride home, word had spread like wildfire. Videos of the meet taken on phones were on Youtube, and worse, the evening news.
He was a freak, and everyone knew it. When he got home, his mother tried to explain, but he was too angry to listen. How could they have kept this from him? He had lost everything. His friends, his school… what was he going to do?
He finally calmed down enough for her to lay it out. He wasn’t adopted; he was stolen. His mother had been assisting in the research of a genetics expert, and part of that research involved clones that were created from mutant-DNA enhanced tissue samples. Most of them had been deformed or worse, but he had been a perfect baby boy. When the project was shut down, the “research” was supposed to be destroyed, but she couldn’t bring herself to do it. She took him out of the lab and brought him home. His father had agreed with her, and they’d moved across the country. She’d gone on to get her PhD, and the rest was history.
They’d planned to tell him, but he’d been so normal that they thought it wasn’t necessary. When he got sick, they’d debated about it for weeks, but ultimately decided that if he was going to die, he could die without that knowledge.
Stunned and overwhelmed, he just couldn’t deal with any of it. He took off, running and running and running to clear his head. He understood what they had done, on one level, but on a much more prominent level he was hurt and furious. His entire identity had been stripped away in a single day.
He decided that he needed to find out the whole truth. If his parents had been lying to him for fourteen years, they hadn’t necessarily been candid now. He broke into his mother’s home office, and her lab, and managed to find a few papers and computer files that referred to a Dr. Strong. He used some Google-fu to figure out the most likely candidate, and did indeed find a genetics expert named Strong. He decided to pay the good doctor a visit.
It was, of course, across the country, but with his speed, he made it there in a couple of weeks, stealing to survive. When he arrived, he spent a couple days watching the lab, not realizing that he was being watched. A mutant with an interest in Strong’s work was surveilling the lab as well, and when he saw Caleb speeding around, he managed to put two and two together.
He confronted Caleb and made him an offer. He could make him much more than he was, help him learn to use his powers. Normalcy was overrated, he explained. Normal humans would never understand him, so the best place for him was with his own kind.
Vulnerable as he was, Caleb welcomed the thought of someone actually accepting him. For nearly three years, he played sidekick to the villain, until finally the day came that he elected to strike at the lab. He’d been playing the terrorist card close to his chest until then; it was the first act that struck Caleb as wrong, and he refused to carry out the attack. His mentor freed him to leave… but not without taking vast chunks of Caleb’s memory beforehand.
When he came to, he wasn’t far from the lab. He had no idea where he was, or really even who he was. He remembered bits and pieces here and there, but everything, including his training, that pertained to the mutant was absolutely gone. He was practically a blank slate, and in his confusion, he didn’t even realize that the nearby building was burning. He saw a girl, but she didn’t see him, and it wasn’t until he even saw his reflection later that he realized how much alike they looked.
She must have been his sister, he decided. He saw her speed away, and tried to follow, but she was too fast…
The next few months were spent recovering bits and pieces of his identity, his prowess, and trying desperately to find Tara Strong.

Only problem I see here is the six hours straight run. Even the fastests speedsters have trouble running for that long without super endurance. Tone it down to maybe an hour or around there for C rank
