Senator Hines has revealed how mutants will be handled: Sentinels.
A rumor traveled the circles of the supernatural. Mutants heard a safe, underground railroad was being started, inquire at the Summit. The beyond sought the strange power said to rest at the Summit of New York City. The gossip flitted amongst the rest: valuable information was to come to light when dawn broke over the Summit.

| Xavier was bored. These three words summed up his condition for the past few months - He could find no one to join with him since he lost contact with that guy, Dante. Truly, he would have made a good addition to his legion. He needed to search around, and in the city of New York, anything could happen. Xavier decided to rest in an alleyway, he leaned against his wall and drew his sword. Any time that he would need this sword, it would be there. It was like a trustworthy friend. Or a trustworthy weapon, the kind every person needs in this world. He then took out his chakrams, two weapons to slaughter whatever was in his way from a distance. It didn't work from short range, so that was a major flaw. It didn't work if the target was too far away, something else he would need. Lastly, it was made with batteries, the specific type of which are scarce, but he could make them with the correct materials. He placed them away and started thinking on the topic of his legion. He needed new members, and there were a collection of heroes and villains in this city.
Xavier decided to prepare for the worst and found a nearby emergency ladder and readied it. If he needed an escape route, he most likely had one now. As he stressed many times before, anything could happen. It is much worth living to fight another day than to try to finish the fight. He would have some fun with anyone he encountered, but killing was not on his agenda. Xavier has to get the name out there somehow.

| Tempest was bored. Long now had he roamed the skies and streets, watching for dangers that preyed upon the people trying to live their day to day mundanity. Here he was, a mutant of considerable means, keeping a vigilant eye and so he felt it his duty, like watching over a senile parent or a wayward teenager. Some might have called him wayward but no longer. Now he was struggling under a tremendous load of school work, when he returned anyway. Now he was on break and quickly he felt into old patterns: patrolling. The repetition had become dull even as he struggled to find something to do.
What did you do when you had no home to visit? While that wasn’t true, it felt that way. And why fly down to Florida for a vacation when you went to school in the Mediterranean? His life wasn’t normal; the mundane was for humans. Yet, that left him in the fuzzy uncertainty of existence when outside structure. Would he roam again for a week or so until he flew back?
As he had down many times before, Tempest descended from the clouds to a tall skyscraper under cloud of night and sometimes wisp of cloud. Stirring winds, mostly fair breezes, and small squalls of flurrying snow served his interests as he patrolled. He would check and then, amidst a breeze, float down to a shorter building. He watched, felt, scanned and listened to the wind before repeating the process. One rooftop to the next, the city of New York didn’t have a wide variety. Many were rarely visited.
Finally, as luck would have it, Tempest found himself looking down upon an alley with not-so-common characteristics. There was a man, a young man really by the look, with a large long blade either beside or upon a ladder along the wall. The blade wouldn’t have caught his eye so easily had its black surface not reflected the dusky lights of the evening alley so deftly. It was different and different certainly meant interesting.
Glancing down some few stories, Tempest was hopeful but wary with sensitive attention to the air around him and eager gusts should he need momentum or deflection. With eagerness he opened with an approving hmm from his throat. “Well that’s something you don’t see every day. Or night, as the case may be.”

| “Well that’s something you don’t see every day. Or night, as the case may be.”
Xavier was startled. Just joking, he expected someone to come down the alley sooner or later. Either way, he had been prepared. If he were hostile, then he could put up with him, but no need to be rash about anything. Any sign that Xavier could lose and he would leave. On the other hand, he could be a recruit for his cause, if he played his cards right. If all else failed, there were multiple escape routes. Time to start convincing.
"Ah, didn't see you there." Xavier looked at the newcomer, and saw him eyeing his katana readily. "Ah, I see you've taken a liking to my weaponry. It's very necessary for my line of work." At this very moment, Xavier decided he would pass off as a mercenary instead of a crimelord. He needed money, so if he were to be hired, he would go along for now.
"What brings you here today? It's not everyday that someone explores the alleys like this one." Xavier would hope not to cause his own death at this point in time, but it was time for a bit of fun.

| A smirk spread across the young man's face even as the one below parleyed with him. "Who skulks the alleys of New York City in today's day? The answer to that question is enough for both of us," he replied, a few tones away from chuckling. Considering the guy on the street - no, in the alley with a large katana - noted he needed the weapon for his line of work, there likely wasn't a legal aspect to his profession.
"I tend to look for people in the shadows, watching from the alleys. New York City is a dangerous place after all," he nodded from the roof a few floors above. "Every so often I meet interesting people, like a man with an impressive and sinister looking blade. What is its name?" he asked, inclining his head in reference to the blade.
Devon wasn't certain who the man was but a blade that large and wielded so openly was either an intimidation tactic or a warning. Considering the state of the world, he doubted the youth below was a fool. He'd be inviting trouble if he were and New York could not tolerate foolishness. It seemed America would no longer give second chances. You were lucky if you got even one.
"And did you craft it?" he added, curious.

| The man was being stubborn, answering his questions in a riddle, before revealing his allegiance. After this, the man decided to question his arsenal. Xavier sighed and decided to humor the man some more with his questioning.
"This katana, I've named it the 'Katana of Legacies'. And while I did not craft it myself, I did oversee its production. It was made quite professionally, and, in the hands of a professional like myself, can be extremely deadly." If the man decided to attack, it wouldn't be good for him, noting the weaponry at his disposal. Xavier had a weapon for both melee and ranged combat at the ready.
"Enough talk about me. What do you do around here?" Xavier hoped to pull some information from this man. He had the feeling that this wouldn't be his last time seeing the strange man. That was something that Xavier really looked forward to. He needed something to do other than reroute funds and create company-wide chaos.
