Vaas is tall, standing at a height of 6'2" He's slim, with a lean muscular frame weighing 170 pounds. Because of his Caucasian heritage, Vaas has very fair light-toned skin, almost pale. He wears his green hair in a short bowl cut, with his bangs falling in front of his eyes, but not in a position to obstruct his sight. His eyes are a pale green, similar to his hair, only slightly lighter. His body has numerous injection and incision scars spread across the surface. Though Vaas has the power to fire off bolts of electricity, because he acquired his powers from a laboratory, the electricity that he produces gives off a green light instead of the more common blue or yellow.
Having lived in the sewers for a long time before he managed to pick up status in life, Vaas now considers himself a high-class fellow, and likes to dress as such. He’s normally seen wearing a three-piece suit, with black dress pants complimented with black polished and rounded shoes, a genuine black leather belt, white long sleeved dress shirt tucked into his pants with a black tie, a black vest buttoned up with the tie tucked in, and everything topped off with a black fedora cap, the signature black line circling the cap. Vaas wears a matching black two-tailed trench coat over his outfit, with multiple pockets in the inside to hold his many gadgets.
Personality:
Vaas is very cold and distant, uncaring for his fellow humans. In reality, he doesn’t even consider himself a human. Humans can’t fire off bolts of electricity, right? As such, Vaas has absolutely no problem with taking a life or two. Or three. Or four. Or even a room full of people. If there’s a reward for him flipping a switch that will incinerate everyone inside, Vaas will flip the switch before you could even finish explaining what would happen to the people. He’d then look at you with a blank face and demand his prize.
He is also a violent person, and though not quick to anger, once he’s been set off, he becomes quite fearsome. Vaas is also very prideful, refusing to accept any insults thrown at him. Vaas has no problem zapping a person to death for mocking his fedora, and has done it on more than one occasion. Vaas is a deceptive person, just as likely to give you a deal of a lifetime and follow through, as he is to kill you once you’ve completed your end of the bargain. It all depends on how he’s feeling at the time. He is highly untrusting of other people, a trait which he’s quite fond of. He’ll never give an unknown any more leverage than he absolutely needs to, as he prefers to keep the other party in the dark as much as possible, to the end of fulfilling any personal goals.

C-Rank: Bolts cause minor damage, being capable of harming a person but not to a lethal degree. At C-Rank, property can damaged only superficially, leaving a black burn mark where the electricity connected.
B-Rank: Bolts cause increased damaged, being capable of harming a person to a close, but still not lethal degree. At B-Rank, bolts are strong enough to cause damage to property, but never more than a 3-foot radius hole in a brick wall.
A-Rank: Bolts of this level are lethal to all but the most resistant enemies. At A-Rank, bolts can cause increased damage to property, easily being able to break down a brick wall.
S-Rank: Bolts of this level are lethal to practically everything, killing whoever they hit unless the person is protected heavily. At S-Rank, bolts can cause massive infrastructural damage, being able to easily level a building.
Magnetism:
C-Rank: Magnetized objects can be thrown to cause minor damage, not exceeding a broken bone. Objects have a maximum weight of 1000 lbs and be thrown at 50 mph. Objects thrown at a wall would leave a dent before harmlessly falling to the floor. Magnetic fields can stop incoming objects, such as bullets from a pistol, quite easily. The fields can also be used offensively, being able to push back a person as far as 6 feet.
B-Rank: Magnetized objects can be thrown to cause major damage, breaking multiple bones or piercing a person from one side to another. Objects can have a maximum weight of 2000 lbs and be thrown at 180 mph. Thrown objects can embed themselves into the side of a building from the force of the throw. Magnetic fields can now stop bullets from major ballistic weapons, such as sniper rifles. Offensively, magnetic fields can be used to push a person back 12 feet.
A-Rank: Magnetized objects can be thrown with enough force to kill a person should they take the hit head-on. Objects can have a maximum weight of 4000 lbs Objects can easily break through walls and continue flying and be thrown at 380. Magnetic fields can now stop heavier ordinances, such as speeding cannonballs. The force of repulsion has also increased to be able to push someone back 20 feet.
S-Rank: Magnetized objects can be thrown the force to splatter a person’s body into pieces should they take the hit dead-on. Objects can have a maximum weight of 8000 lbs and be thrown at 480 mph. Objects can be thrown through multiple walls without slowing down, and can be used to topple entire buildings. The force of repulsion has been risen, allowing the user to repel people a distance of 30 feet.
Name: Electro-Magnetic Infusion Rank: C Power: Electro-Magnetic Manipulation Description: The user can infuse any object with electricity by channeling electricity through the weapon/object making shockingly devastating attacks and electrifying anything around them. Some users infuse their object with lightning for quick and deadly attacks. The user can imbue electro-magnetic energy into any object, as long as the object is conductive. The amount of volts imbued at C-Rank is 10,000. This amount is not lethal, leaving the victim moderately damaged and slightly stunned causing their movements to become 10% slower. The stunning effect is stacking if the victim is hit more than once.
Name: Electro-Magnetic Constructs Rank: C Power: Electro-Magnetic Manipulation Description: Users can turn Electromagnetism into tools, objects, weapons and other items, create semi-living constructs and/or create structures/buildings of varying permanence. At C-rank, constructs can lift, apply, and withstand pressure of up to a maximum of 1,000 lbs. Because of the electric nature of the constructs, a simple touch will result in the victim being electrocuted with 10,000 volts of electricity. This amount is not lethal, leaving the victim moderately damaged and slightly stunned causing their movements to become 10% slower. The stunning effect is stacking if the victim is hit more than once.

The Background
|
History: Vaas was born to drug addicted parents who had him as an accident, and saw him is nothing more than a needless burden. Living in a rat hole of an apartment, they were in no condition to be raising a child. Not that that was actually a concern, the pair had no intention of raising the kid. They barely had enough money to afford their own vices. So, the two decided to turn a potentially bad situation into one of great opportunity. They searched for a way to get rid of him and make a profit at the same time, speaking to anyone who seemed even remotely interested. They didn’t care who got the kid, as long as it was out of their hands. It took some time and a fair bit of work, but they got lucky one day, striking gold once they happened upon a shady researcher. The researcher offered to buy the baby off of them for more money than they’d ever seen in their entire lives. There hadn’t said yes to an agreement faster in their entire wretched lives.
The researcher brought the baby to a group of scientists working in a DNA research lab, who were developing a way to use the electricity naturally produced by biological bodies to create living batteries, whose charge would never end as long as the subject was alive. The baby turned out to be a perfect candidate, his DNA accepting the alterations almost perfectly. The boy grew up surrounded by lab equipment, with scientists running daily tests and injecting him with various drugs and stimulants to increase the rate of his compatibility with the battery technology. They were constantly astounded by how well the boy accepted the changes, his DNA adapting almost instantly and painlessly to. But enough was enough, the boy wanted to escape from this constant hell, so during a routine test of his abilities the boy purposely released a too much energy, causing a massive electrical overload of the lab equipment. The overload caused massive damage to the labs infrastructure, causing fires and mass panic. The boy, now 8 years old, was able to escape during the commotion. He stumbled upon an old, raggedy book on his escape, The History of Vaas Artaris. The child had no name, so he decided to take the name of Vaas as his own, as it appealed to his childish mind.
Vaas wandered around aimlessly for a long time, unable to be close to another living person because his powers were highly erratic, and would assault any living being who came close. He was forced to live in the sewers of the city, as that was the only place he could be where no others lived. He cursed his powers daily, yearning for the day that they would disappear and he could return to being a simple boy again. But as time passed, Vaas realized that that day would never come, and so he had a decision to make. Either he stayed the way he was, miserable and in anguish, or he'd do something about this. Vaas picked himself up, fire in his eyes, and practiced firing off bolts of electricity. His training took him months, but in the end Vaas was successful. His powers were completely under his control. He could fire off a bolt of electricity and hit a target dead center, even if it were moving. It was then he decided to return to civilization, and fix the injustices done to him.
City life proved to be much more difficult that Vaas had planned. He was little more than an Urchin, lost in a labyrinth of a metropolis, and knowing not a single soul. So, Vaas started out in the only way he knew how: Stealing. He went from house to house, breaking in and taking anything that he deemed valuable. He worked his way up, starting with poor slum houses, gradually working up to the middle class neighborhoods. Once he'd made victims of the majority of the houses of a certain district, he'd move on to another. Eventually Vaas worked his way up to the rich districts, where he was sure he'd fetch a good penny from even one of the houses. It was on his very first break in to a mansion that Vaas met the man who would change his life forever. Vaas had entered the mansion without a hitch, and had even found a large safe that looked promising enough for the book to try and break into it. He was about to shock the safe into submission, when he heard a sound from behind it. A man in a fedora was standing behind Vaas, with a confused expression on his face. This man, Marcus, was another thief who'd seen the mansion and apparently had the same idea as Vaas. He expressed his surprise at Vaas' thieving abilities, as being able to get this far into a well-protected mansion was no easy feat, the man having accomplished the same by using a vast amount of gadgets. Vaas wasn't interested in listening to the man speak any more, and fired off a bolt of electricity. But Marcus was ever resourceful, and the bolt was stopped by a force field generated from a shiny metallic belt the man was wearing. Instead of being angry, Marcus actually smiled. He'd been wanting a new apprentice.
Fast forward a few years, to a time when Vaas is 17. By now, he and Marcus have been working together for years, making the streets of their city significantly less wealthy. Vaas had also picked up Marcus' hobby for tech toys, finding them to be a perfect match for his electrical abilities. He could now build his own gadgets, not quite at eh level of Marcus, but well enough to get the job done, and making his thieving that much easier. He’d also taken up an affinity for the bow and arrow, reaching a level of accuracy exceeding that of his own electrical bolts. The boy could pick off a moving target from across an empty lot without having a waste more than a second aiming. And to top everything off, business was going great. Marcus and Vaas had teamed up, and were now not only thieves, but also mercenaries. They pulled off any job that they were paid for, and pulled them off perfectly. Not a single unsatisfied customer. None that were left alive, at least. Marcus didn’t take kindly to customers who tried to weasel him out of money. Vaas learned a lot from Marcus, taking the man’s example to heart. He wanted to be better than Marcus in every way, and this started a bit of a rivalry between the two. They’d compete during their missions, trying to outperform the other for simple bragging rights. Their relationship deepened, and Vaas grew to view the man as a father figure. But Marcus had been a thief for a long time, and he’d picked up plenty of enemies along the way. These enemies had mostly kept quiet, but with Vaas’ addition to Marcus, things had gone from bad to worse, and it was time they did something about the pair.
Vaas was coming home one day, having finished a job and eager to tell Marcus about the spoils. But as he got closer, Vaas noticed the smell of something burning, and to his horror, the house he and Marcus had been using as a sanctuary was up in flames. He ran towards the house, breaking down the door in a fury. He searched for Marcus, finally finding him dead, lying in a pool of his own blood. Rage and grief danced in Vaas’ mind, unable to make sense of the events that’d unfolded here. He tried to recover Marcus’ body, but the building was coming down fast, and the boy had to drop everything just to escape. He ran blindly, trying to create distance from the fire to avoid any suspicion. He stopped at an alley nearby, slumping against the wall, his mind a mess. Vaas was alone again. Alone like how he’d been as a child. Powerless to do anything. The only person he’d considered anything close to a father was dead, all of his gadgets and money destroyed in the fire. Vaas was back to square one. But he wouldn’t be beaten that easily. Vaas was no child anymore. He was trained, and very capable. He knew what places to hit and which people to contact. He’d picked himself up once. He’d do it again.
The sounds of nightlife entered the bar with every swing of the door, infecting the otherwise quiet atmosphere. Vaas (now 25) sat in a booth, in a black coat with matching pants and rounded shoes, a black fedora adorning his head, the signature white stripe circling the hat. He picked up his drink, a scotch, and brought the glass to his lips. The taste reminded him of Marcus, his long dead father. Vaas felt his mind slipping away from him, returning to his old days. He stared at the glass held up in front of him, the clinking of ice swirling in the alcohol giving way to old memories.
Vaas was 18 now, and was on his first solo mission. He’d been hired, finally, for a job. A simple job, they said, for a man of his talents. He was unlikely to run into any troubles. The mission was to break into a research lab and steal a set of important documents for a rival company. Armed with a few brand new gadgets, and a rather fine bow he’d nicked from a game hunter, Vaas had done his job with the usual level of professionalism, breaking in without setting a single alarm. He’d made it all the way into the vault room where the guarded documents were kept, when he ran into the first hiccup. There was a man, a prisoner, actually, in the room with the documents. This pissed Vaas off. After going through the entire lab without raising any form of suspicion, avoiding every single guard that happened to pass his way, he was to be seen by a man who just happened to be here? It was like a bad joke. But whatever, Vaas had a job to do. Upon entering the room, the prisoner noticed him, and began pleading for Vaas to save him. Of course, Vaas paid no attention to him. He wasn’t here to save anyone. He was here to earn a paycheck. Vaas deftly hacked into the safe, an easy job for someone with his level of tech prowess. He snatched up the documents and was on his way out, when an alarm was triggered and the door was sealed. Vaas cursed, had he missed a level of protection in the terminal? He didn't think so. Vaas was more skilled than that. Regardless, he had to make an escape. He searched the room for an exit, noticing the air vent in the cell of the prisoner. With a quick zap, the lock on the door was blasted, and came off easily. Vaas entered the room, the prisoner wisely keeping his distance, and with another, prolonged zap, he cut through the metal and made his escape.
Navigating through the maze of air vents proved to be a little more difficult than Vaas had originally thought, but it was no problem. All it meant is that he’d have to spend a little more time escaping. The prisoner from before had followed Vaas into the vent, using this chance to escape. Vaas allowed it, as the man kept his distance from him and didn’t get in his way. At one point, Vaas noticed that he couldn’t hear the man behind him anymore. Curious, he looked back only to find the man missing. With a shrug, Vaas continued. Likely the man either got lost, or he found something else worth his time. Either way, it made no difference. Finally exiting through a vent on the side of the building, Vaas dusted off his clothes and started to walk away, when he heard a rumbling from the very vent he’d just been in. In a flash, the once lost prisoner fell, landing roughly on his ass. But there was something in his hands, a large golden rod, utterly encrusted with jewels. So that’s what the man had been up to. Without a second of hesitation or a second thought, Vaas readied his bow, and put an arrow between the man’s eyes. He picked up his now bloodied, but shiny new toy with a large smile on his face. Now he’d really be able to afford some good tech. Vaas returned to the contact who’d hired him, delivering the documents as promised, then being escorted to a secretary who would pay him for his fine services. Then the woman asked Vaas a question he wasn’t ready for. Who should she make out the check to? He thought for a moment, unsure of what to answer. He hadn’t thought of a professional name, since Marcus was always the one who handled the business side of the operation. Vaas searched his mind for an appropriate name, when he suddenly remembered an old book he’d read while living with Marcus. It was a book about an assassin, a damn good one. He was more than an assassin, and hated being referred to as such. Vaas had always liked that character’s name. He glanced back to this secretary, his mouth forming a smirk, “Blint.”

| You can have it but you will not get a sub power upon ranking up. Also remember that this ability will not be as potent as electric manipulation or magnetism as a main. | |

I've put a fair bit of thought into this, which is why I didn't mention it before in my previous post. But I do feel that it deserves a small bump up in rank for it to be viable in the way I think that you're looking for. Just smack it out in strike font, and purchase it later. | |
