Senator Hines has revealed how mutants will be handled: Sentinels.
A rumor traveled the circles of the supernatural. Mutants heard a safe, underground railroad was being started, inquire at the Summit. The beyond sought the strange power said to rest at the Summit of New York City. The gossip flitted amongst the rest: valuable information was to come to light when dawn broke over the Summit.

| Skill Name: Surgeon's Expertise Skill Specialty: Professor Skill Rank: C Skill Description: This skill covers the knowledge and practice of operating on someone, to fix their body. This usually involves cutting them open, and then fixing whatever is wrong with them. This is mostly for moderate to heavy wounds and damage to the body, and can even possibly save someone who would die otherwise by patching them up in emergencies. This covers the extensive knowledge of the human body, as well as how to fix it, and of course the skills required. The user can reattach limbs at this rank, but must write out a word count in their post that is equal to the person who they are attaching the limb to(e.g. C ranked person is 500 words). Skill Name: Dexterous Hands Skill Specialty: Professor Skill Rank: C Skill Description: The user's hands are extremely quick, and controlled, no movement out of place, and this is because of surgery training and the meticulous amount of concentration it takes to fix small electronics. Over the years, the user's hands have become extremely quick and unwavering, allowing him to complete any task that requires careful planning and use of his hands much faster, and with perfection every time. This skill is used to cut the time for a surgery, or to fix/hack/repair electronics or items by 10% Skill Name: Doctorate Skill Specialty: Professor Skill Rank: D Skill Description: The user has extensive knowledge on the human body and how to diagnose any problems it may have. This can branch into other living things fairly easily, as long as the structure is fairly the same. This allows the user to tell what's wrong with someone by giving them a check up, and then can begin treatment. This skill doesn't quite work in combat, as to decide if something is wrong with someone, they need a thorough exam, which is best administered in a safe or stable environment.

| For the first one, what if the target is not a human? and can you reattach limbs at this rank?
25% faster how? so if a fly was buzzing are you fast enough to catch it?
For the third one limit that to per rank like C = C/B = B, C/A = A,B,C/S = S,A,B,C

| if the target wasn't human, then they would need to be studied, and I would need a knowledge skill for them, also put in a stipulation of reattaching limbs.
Percentages are bad, and a simple, he does things with his hands faster, is sufficient I think. This is mostly for plot rather than any type of combat purposes, although I guess it could allow me to pull the trigger on a gun faster? This could also be used with techno savvy skills for hacking or repairing things too I guess... again, mostly plot, lol.
what do yu mean by c/b and such? This is simply an advanced knowledge Skill, which is D ranked.
